Under this program, preferential loan financing is provided for projects aimed at modernizing or organizing the production of components that increase the level of localization of final Russian products, as well as projects aimed at import substitution of products critical for the sustainable functioning of industrial enterprises.

Interest rate

• 5% base rate;
• 3percentage with a bank guarantee, as well as guarantees of VEB.RF, SME Corporation or RGS
• Additional conditions to reduce the rate by two percentage points
  when purchasing equipment included in the Unified Register of Russian Radio Electronic Products in the amount of ≥ 25% of the loan amount
  - when included in the Register of producers of goods using secondary raw materials with an indication of the share of its use
  during the IPO procedure during the term of the loan agreement
  

Requirements

• Target sales of new products - at least 30% of the loan amount per year, starting from 2 years of serial production.
• Application for registration of intellectual activity results

At least one application within the project in the form of an invention, an industrial design, a program for electronic computers, a database, a utility model, a topology of integrated circuits

• Co-financing by the applicant, private investors or banks ≥ 20% of the project budget

• Additional funding:

  Applicants who have received a loan for a project to create production of products from the list of IECs can receive an additional loan to scale this production in the amount of ≤ 50% of the first loan at a rate of 5% per annum for up to 3 ll

  Bank guarantees and VEB guarantees are accepted as security for additional loans. Russian Federation

  Co-financing of the project by the applicant for an additional loan is not required
