Term of implementation of the program of the center at the expense of subsidies - before 3 years

Directions of expenses for the financial support of which a grant is provided

• overhead costs not exceeding 100% of the cost for remuneration and accruals for remuneration of employees of the recipient of the subsidy, related to the implementation of the center program related to the implementation of the center program (no more than 50% of the total amount of the subsidy allocated for the implementation of the center program for the entire period of state support of the center);
• Expenses for work (services) of third-party organizations and performers, including under GPC agreements, including the costs of paying a single tax payment and insurance premiums against industrial accidents and occupational diseases attracted by the recipient of the subsidy to implement the program of the center and in order to achieve the result of the subsidy (no more than 20% of the total amount of the subsidy allocated for the implementation of the activities of the center program for the entire period of state support of the center);
• labor costs of employees engaged in activities for the implementation of the program of the centeras well as the costs of deductions for insurance premiums for compulsory medical insurance, deductions for insurance premiums for compulsory social insurance in case of temporary disability and in connection with maternity and deductions for insurance premiums for compulsory pension insurance (not more than 50% of the total amount of subsidies allocated for the implementation of activities of the head center program for the entire period of state support of the head center);
• costs associated with the implementation of the program of the center, including expenses for the purchase of equipment necessary for the implementation of the program of the center, the purchase of components, raw materials and materials (no more than 70% of the total amount of the subsidy allocated for the implementation of the activities of the program of the center for the entire period of state support of the head center);
• costs associated with the rental of premises necessary for the implementation of the center program (no more than 20% of the total amount of the subsidy allocated for the implementation of the activities of the center program for the entire period of state support of the center).

Stages of obtaining support measures

• The organization submits an application and a package of documents

2. Consideration of applications

Minpromtorg of Russia within 15 working days, following the day of submission of the application for granting a subsidy to the GISP, checks the relevant application and the documents attached to it, and, based on the results, within 5 working days from the date of completion of the inspection, decides on granting a subsidy

• Report on the achievement of the values of the results of granting subsidies and the characteristics of the results
• Report on the implementation of expenditures, the source of financial security of which is a grant

Requirements for the grantee

• the average number of employees of the participant in the selection for the previous calendar year is at least 70 people, while at least 20 employees must be engineers under the code 22446 OCPDTR, 10 employees must be doctors of technical sciences and 10 employees must have experience in managing current and completed projects corresponding to the theme of the center, with a budget of at least 100 million rubles. ;
• established at least 5 years before the date of application or included in the list of backbone enterprises of the Russian economy or is a subsidiary of a backbone organization with a share in the authorized capital of at least 50%;
• has not been in liquidation or bankruptcy for the last 5 years;
• has not previously received state support for purposes similar to those specified in the decision on the procedure for granting subsidies;
  Revenue of the selection participant for the implementation of industrial robotics amounted to at least 1 billion for the previous financial year;
• Has at least 10 patents and 10 know-how in the field of industrial robotics;
• a completed contract worth more than 100 million rubles for the provision of services in the field of industrial robotics in the interests of enterprises engaged in the development, implementation or use of robotic solutions;
• presence of at least 15 official letters from backbone enterprises confirming the demand for solutions and services offered for development in the field of industrial robotics for implementation at industrial enterprises.

The Center shall approve a development program that contains:
- a list of measures to achieve the objectives of granting;
- financial plan of the center, including information about the planned expenses from the grant, information about the planned income of the center;
- a list of key control points;
- target values of indicators necessary to achieve the result of granting.
The programme of the centre should address the following tasks:
creation and development of the infrastructure necessary for the development of solutions in the field of industrial robotics and (or) the provision of services in the field of industrial robotics;
- provision of services in the field of industrial robotics in the interests of enterprises engaged in the development, implementation or use of robotic solutions;
- creation and implementation of technological solutions in the field of industrial robotics;
conducting a technological audit of industrial enterprises in order to determine the prospects for economically justified application of solutions in the field of industrial robotics;
implementation of a set of measures aimed at increasing the density of robotization, including through the implementation of educational programs.

According to the Ministry of Industry and Trade of Russia, the Center for the Development of Industrial Robotics can be created on the basis of an educational organization of higher education.
