The program of preferential lending to investors for the implementation of investment projects necessary for the sustainable development of domestic and inbound tourism, the creation and development of tourist clusters

The program operates within the framework of the decision of the Ministry of Economic Development of the Russian Federation of April 23, 2025 No. 25-61781-02070-R “On the procedure for granting subsidies” as amended by 27.05.2025.

Support recipients: state corporations, economic companies, joint stock companies, public joint stock companies, non-public joint stock companies, limited liability companies, other legal entities that are commercial organizations.

Amount of credit -not more 80% Total cost of the investment project.

The deadline for commissioning the facilities is:

(a) in the course of construction - 5 years from the date of conclusion of the loan agreement (agreement);

(b) during reconstruction - 5 years from the date of conclusion of the loan agreement (agreement).

Conditions: preferential credit is provided for the purpose of construction, reconstruction, including with elements of restoration, capital construction objects, including objects of cultural heritage in order to adapt them for modern use:

(a) objects of major investment projects with a number of visitors per year (per year following 2 years after commissioning):

1 million visitors for year-round amusement parks and water parks

0.45 million visitors in relation to the infrastructure of ski resorts;

(b) hotels (category not less than “three stars”) with an area of not less than 5,000 square metres or with rooms of 120 rooms;

two or more hotels (category not less than "three stars") as part of a single investment project provided for by the business plan of the investment project, with a total number of 120 rooms located along the roads (in the allotment lane and (or) in the roadside lane), including as part of multifunctional road service zones located at a distance of more than 100 km from the Moscow ring road (hereinafter - investment projects along the roads);

d multifunctional complexes providing from 120 rooms of the room fund of sanatorium-resort organizations and (or) hotels of at least three stars category, the total area of which is not less than 10 percent of the total area of the multifunctional complex, as well as a sports and recreation complex, and (or) a congress center, except for objects of large investment projects.

In terms of the implementation of investment projects in the object of cultural heritage or on the territory of the object of cultural heritage, it is allowed to create multifunctional complexes or hotels of at least three stars category with a room fund of 15 rooms and an area of at least 500 square meters (hereinafter - investment projects on the territory of the object of cultural heritage).

A mandatory requirement at the time of commissioning of the facility is the availability of rooms for accommodation for families with children from 4 people or more in the amount of at least 5% of the total number of rooms:

- at least half of 5% of rooms with the possibility of accommodation from 4 people or more and with an area of at least 6 square meters. m per person living in one room;

- combined two or more rooms (adjacent rooms) and united by a common passage (door), with the possibility of accommodation from 4 people or more and with an area of at least 6 square meters. m per resident.

The deadline for commissioning facilities is:

a) in the implementation of construction - 5 years from the date of conclusion of the loan agreement (agreement);

b during reconstruction - 5 years from the date of conclusion of the loan agreement (agreement).
