Technological equipment, components and parts thereof, as well as raw materials and materials for the implementation of investment projects in sectors important to the economy, have been exempted from customs duties when entering the country.

The list includes priority activities for which benefits are available

• Vegetation;
• Production of medicines;
• Food and beverages;
• Papers;
• Electrical equipment;
• Computers;
• Transport;
• oil and gas production;
• Coal, peat, metal ores, decorative and construction stones, limestone, hips, mills and slans;
• Development of gravel and sand quarries;
• Electric energy, gas and ferry;
• air conditioning.

Since August 2023, sport, recreation and entertainment (activities related to sports facilities, cultural parks and recreation parks, thematic parks) have been included in the list of priority activities for the import of equipment and materials without customs duties.

The capital investments for each investment project should be at least 250 Million rubies.

• Decision No. 1328 of the Government of the Russian Federation of 12 August 2002 amending Government Decision No. 839 of 9 May 2022.
• Decision No. 839 of the Government of the Russian Federation of 9.2022 on the procedure for granting a tariff benefit in the form of exemption from the import customs duties in respect of technological equipment, components and spare parts thereof, raw materials and materials imported for exclusive use in the territory of the Russian Federation in connection with investment projects corresponding to the priority activity (economic sector) of the Russian Federation, and exemption from the enforcement of duties in respect of these customs goods.
