Effective 1 September 2024, skilled certificates of legal personnel and individual entrepreneurs obtained at commercial certifying centres were terminated. The reform of the electronic signature legislation has thus been completed.

With electronic cooperation using qualified electronic signatures, the representative of the legal person or individual businessman must now apply a qualified physical person certificate and at the same time represent the machine-readable trust (MAC) issued electronically on behalf of the legal person or individual businessman, respectively. The establishment of a machine-readable trust (MAC) in the Russian Federation is free of charge.

An enhanced qualified electronic signature of a representative, a natural person, is issued by any accredited certifying centre, which is posted on the website of the Ministry of Civil Affairs. Confidence should be sent to the tax authority and accepted by the tax authority prior to the tax reporting.

Also from 1 September 2024, the legal person ' s entry into the " legal person ' s lounge " for a representative of a legal person will be effected by a qualified certificate for an individual subject to full powers registered with the tax authority. The number of such users is not limited.
