The abandoned cultural heritage is acquired by new owners
In 2025, historic buildings, which had long been abandoned and seized by a court order, had won new owners. All right, the Korean house, the Posedim and the Charyshnikov house in Yaroslav, as well as the Popov's house in Mashkin, were sold from the bidding.
♪ We're working to get the abandoned historical buildings back to life, and the governor of the Yaroslav region, Michael Evreev, said. - We are approaching the issue in a comprehensive manner, in accordance with the tasks set by the President of Russia, Vladimir Putin. Not only are we actively participating in federal programmes and projects, but also the mechanism for the removal of cultural heritage sites from owners who have for years failed to take any measures to preserve them. In the next year, he requested that this work be strengthened. The reconstruction of monuments will not only have a positive impact on the character of our cities and human settlements, but will also contribute to the economies of the region.
Specialists of the State Service for the Protection of Cultural Heritage are working on the inclusion of monuments in a single State. Owners send technical regulations specifying the types of work required and the duration of their performance. In the event that owners fail to comply with their obligations to maintain historical buildings, the cultural heritage body shall apply to the court for the removal of the site. The process of seizure and tendering begins.
♪ The buyer receives funds in the amount of the value of the restorative works, but not more than the sum of the bid. In practice, the restoration of cultural heritage is often more expensive than its market value. Therefore, the investor returns almost all the money spent, less the cost of evaluation, bidding and payment of VAT, to Helen Hermolov, Minister of Property Relations.
In addition, for investors willing to invest in the rehabilitation of old facilities, it is possible to obtain credit on concessional terms under 9 per cent of annual terms.
