The EEZ mechanism has proved its effectiveness for both the federal budget and the regional economies, and has been reported by the Deputy Minister for Economic Development of Russia, Dmitri Vahrukov, in plenary II of the International EEZ Forum.

“In 20 years of existence, special economic zones have become a key player in the development of the Territories. State spending on infrastructure and benefits was purchased last year through the taxes and customs payments of residents. Regions favour expansion of existing sites. We are preparing for the establishment of another 10 EEZs, informed by the Deputy Minister for Economic Development, Dmitri Vahrukov.

Over the past few years, the Ministry of Economic Development has made it easier for business to enter into a pre-frequency. Resident status is more than doubled. Simultaneously, the quality of the work of the EEOs has been improved following the refinement of their criteria and project requirements.

" The two challenges we face are the expansion of existing ones and the creation of new EEOs so that our mechanism will attract as many participants as possible. To that end, we will improve the legislation. There are four tracks. First, we will continue to replicate the regional infrastructure cost recovery mechanism for EEOs in order to return more funds to them through tax and customs revenues from residents. The second is the lifting of the ban on land leased from the State so that residents can borrow at the construction stage. The third initiative is to automate the transfer of land from the forest fund to recreational land in the establishment of tourist EPZs. The fourth, the cancellation of the debts, a new resource for the development of the EEZ, added the Deputy Minister.

Sanctions have become a catalyst for the development of EEZ. Last year alone, 214 new residents arrived at record numbers. Business increased research costs by almost 40 per cent, invested over 660 billion roubles in projects, 7.5 times more than three years ago.
