The regional network of professional educational organizations is being transformed. The main objective of modernizing the STR system remains to improve the quality of education, as the combination of material, financial and human resources in one educational organization improves the effectiveness of training.

♪ The success of the region ' s economy depends to a large extent on how flexible education responds to changes in the labour market and responds promptly to the needs of employers. Rapid adaptation to new challenges, the consolidation of educational organizations, the development of multi-dimensional colleges, time requirements. Thus, in the past 10 years, the number of colleges and technicians has declined by almost 30 per cent: in 2015, there were 43 professional educational organizations functionally subordinate to the Ministry of Education of the Yaroslav region, in February 2025 the number was 31. As a result of the modernization, it was planned to establish 12 integrated colleges in the region, Irina Loboda, Minister of Education of the region.

The increase in educational institutions already in place in the region has led to an increase in the quality of education, with changes affecting not only the combined institutions but also the entire secondary vocational education system. As a result of previous mergers, the minimum cost of efficiency of colleges and technicians had risen by almost a third, and competition for the right to be called a highly effective institution had increased considerably.

♪ The integration of professional educational organizations would ensure their economic sustainability, accumulate positive experiences and make better use of available opportunities, Irina Loboda noted. - Students will be able to access the resources of educational organizations that will become units of integrated colleges: modern equipment, laboratories, dormitories. A range of production practices will be expanded, and prospects for successful employment will increase.

The modernization of the regional network of secondary vocational education institutions will culminate in the establishment of a number of major institutions. The Regional Multidimensional College will bring together the Zawil Polytechnic College, the Yaroslav Cadet College, the Lubima Agrarian and Polytechnic College and the Danish Polytechnic College.

The Jaroslav College of Urban Development will be joined by the Yaroslav Radio and Telecommunications Technician, the Yaroslav Technical College of Nutrition, the Jaroslav College of Management and Vocational Technology, the Yaroslav College of Service and Design, and the Rybin Vocational College of Medicopolar.

The Yaroslav Polytechnic College No. 24, the Yaroslav Automéchanical College, the Tutaev Polytechnic and the Rybin Transport and Technology College will be merged into one organization. The Rostov College of Industry Technology, the Rostov College of Education, the Rostov Pedagogical College, the Borisogleb Polytechnic College, the Great Agrarian College and the Gavrilov-Yama Polytechnic College will also be a single institution.

The Uglic College of Professional and Pedagogical Sciences will work together with the Uglic Agrarian and Polytechnic College, the Uglic Industrial Paedagogical College and the Mashki Polytechnic College. The Rybin Industrial, Economic, Polygraphic, Forestry Colleges and the Rybin College of Urban Infrastructure will become the structural units of the Rybin Multidimensional College.

The criteria for consolidation have also been the territorial, spectral and specificity of training, the needs not only of regional but also of municipal labour markets. With regard to the reduction of administrative and support staff, the release of the staffing units that are duplicated will be the first. There will be no reduction of teachers.

The transformation of the regional secondary vocational education system is scheduled to be completed before the end of April 2026.
