Special attention was paid to privatization.

♪ We are increasing the volume of privatization programmes each year, building positive momentum. As a result of 2025, revenues from the sale of regional property increased more than eightfold, compared with 2024, to about 1.9 billion roubles. The local budgets received 490 million roubles from the sale of municipal facilities, more than twice the figure of 2023, and the first Vice-President of the Government of the region, Denis Hohrakov. - Furthermore, the Jaroslav region has been recognized by the Federation Council as a leader in federal property.

Considerable potential cultural heritage siteswhich are offered to investors for rebuilding and modern use. In order to restore unsatisfactory historical buildings, preferential credits can be obtained at 9 per cent of the year. Also in the region, special conditions have been created for the purchasers of monuments seized from non-traditional owners: a significant portion of the cost of rehabilitating such sites can be compensated.

- The region implements cultural heritage objects that were seized from the owners for failure to meet maintenance requirements. Last year, new owners found the home of the Korenevs, the Posedim and the house of Charashnikov in Yaroslav, and the house of Popov in Mashkin. A further 34 sites are planned for the preservation of cultural heritage, as well as the Minister of Property Relations of the Yaroslav Region of Elena Yermolov.

Work is also being carried out with municipal real estate. In Jaroslav, 13 cultural heritage sites are privatized, including Dontsov ' s house, Shaposhnikov ' s landing, Durov ' s pharmacy house and other historic buildings in the centre of the city. In addition, 218 auctions are planned for the sale of land and lease rights. Most of them are designed to build non-residential, multi-family and individual housing, which responds to market requests and territorial development strategies.

The Forum also discussed modern privatization trends. There has been a steady shift in investors ' interest in the regions, increased demand for commercial property and cultural heritage. In 2025, the average price of sale of public and municipal property in the Yaroslava region exceeded the initial by 47 per cent, reflecting high competition and asset use.

Participants were briefed on the investment potential of the area. The region is ranked 3rd in the CFF on the growth of fixed capital investments. Investors have access to tax incentives, concessional loans and ready investment areas, the right to concessional land leases - 0.069 per cent of the cadastral value - in the context of job creation and investment.
