In the Yaroslav region, three territories of advance development are actively being developed and operational at the borders of the Tutaev mono-cities, Rostov and Gavrilov Yam. The territories were established in 2017-2018 in accordance with the decisions of the Government of the Russian Federation.

TBs offer preferential treatment to investors: profit, property and land tax benefits, which facilitate private investment and expedite new production. TBs now have 34 residents: 20 in Tutaev, 8 in Rostov and 6 in Gavrilov Yam. The largest projects are located in Tutaev, including the Aysberri-FM OO with a project on the construction of an ice-cream factory, FMP Prime with a project on the production of large-scale black-and-complex power plants, Basic Energy with a project on the construction of an autonomous alternative energy supply plant, etc.

The development of areas of advance development in the Jaroslava region is not merely investor support, but a tool for the quality of economic growth and employment in monocities. We see real results: modern production is being created, jobs are increasing, new directions are emerging, including tourism and environmental. As a result of 2024, more than 370 million investment roubles have been invested by the LT residents in the Yaroslav region, 141 new jobs have been created, and some 6.2 billion roubles have been recovered by the residents. Compared to 2023, the growth in job creation was 118, and the earnings were 3.5 billion roubles. We will continue to strengthen the work with the residents and attract new investors - the Minister of Investment and Industry of the Jaroslava Region, Alexander Eduardovic Olkhov.

In 2024, the UMT-Technology OSS production of food plastic packages with investments of more than 400 million roubles and the creation of some 120 new jobs were launched in the territory of TOR Rostov.

Last year, a total of 757.6 million roubles were provided to residents in tax benefits, more than 70 million roubles more than 2023.

Also in 2024, 12 new organizations were added to the Toutaev resident register, the Rosov TOR, two enterprises. New projects include tourism projects, such as the Dubl-A project on the establishment and development of a modern hotel complex called " Rousy Totayev Parks " , the Dom Demidov Démidou Déléveloppement and Development of Hotel 5*.

This year, the Ecoguru GS in Rostov has already started its production, and the enterprise will be engaged in the production of alcoholic beverages. In 2025, a full-cycle facility for domestic alumooxy catalysts and adsorbents is also planned for the launch of the Réal Sorb project in Tutaev. The investment in these projects will be around 500 million roubles.
