Rules for planning the financial support of national projects and government programmes are approved from extrabudgetary sources
The relevant Decision of the Government of Russia determines that extrabudgetary sources recognize funds from legal and natural persons for purposes consistent with the objectives of national projects and public programmes.
The implementation of the new rules would allow for the reasonable planning of extrabudgetary sources in the passports of the national projects and the passports of the State programmes and would therefore reduce the risk of non-compliance with the financial security of the national projects and public programmes.
Such sources include money from the following persons:
- Participants in public programmes who are responsible for implementing relevant activities;
- State corporations, public-law companies, economic societies with a statutory share of the State ' s participation exceeding 50 per cent, and the development strategy of these organizations should include appropriate costs;
- Those who receive dominance, including through public-private partnership agreements, federal budget grant agreements and others;
- Those with which the protocols on the harmonization of the financial security parameters of the national project are signed, the State programme from extrabudgetary sources;
- The funds of other legal and natural persons, whose participation in the financial support of national projects and public programmes is assessed on the basis of appropriate methods of participation.
Extrabudgetary sources will be reflected in the relevant roster in the " Electric budget " system, with details on legal entities.
