Tatiana Ilumshnikova: the contribution of the non-profit sector, including SONCO, to the country ' s GDP in 2023 was 1.65%
The Ministry of Economic Development of Russia summarized the development of the SONCO sector over four years at the XV All-Russian Conference " ProSONCO 2024 " , organized with the support of the Public Chamber of the Russian Federation for the Development of the Non-profit Sector. The event presented the SONCO Support and Development Report in the Russian Federation for 2020-2023.
“The report primarily reflects the stability of the sector: despite various challenges, the number of SNACOs has remained at 130,000 for four years. The sector is a full-time employer, with over 530,000 people employed in SONCO in 2023 and some 4 million volunteers engaged. The NCB ' s overall contribution to the country ' s GDP is increasing, with a share of 1.65% in 2023. " Tatiana Ilumshnikov reported.
According to the Deputy Minister, the sector ' s financing is increasing, including through business donations. In four years, donations increased ninefold, from 10 billion roubles in 2020 to 90 billion roubles in 2023. Tax preferences have played a role in increasing donations that can be used by businesses.
Financial support for SONCO at the regional level has also increased. While support was 58 billion roubles in 2020, over 87 billion roubles in 2023.
During the conference, representatives of regional authorities shared experiences with successful non-profit sector support practices.
" The growth of the SONCO Leningrad Region sector has been significantly affected by the policies that have been implemented over the past four years. In 2020, a relevant authority, the Public Communications Committee, was established in the region. It has become a single financial support window for the non-profit sector, and support has been tagged only for the regional SONCO. The first regional strategy for the development of the non-profit sector was developed in 2023. All the indicators were met. In 2024, we focused on a new direction, involving business in our grant competition. On a pilot basis, we were able to do so, the next challenge of scaling up this practice, " explained by the President of the Leningrad District of Catherine Putronen.
" For several years, our region has been leading the ranking of Russian entities in support of SONCO. One of the key reasons for success is that for our region, the development of SONCO is not only a matter of civil society but also a catalyst for economic development. Through the established support system, the number of social service providers has nearly doubled since 2021. A grant system for SONCO has been implemented in the region: since 2021, total grants have increased from 245 million roubles to 380 million roubles. The practice of certificates of individual financing is also applied in the Republic. Through this mechanism, for example, tourism organizations received subsidies amounting to 264 million roubles in 2023, " noted that the Minister of the Family, Labour and Social Protection of the Population of the Republic of Bashkortstan Lenar Ivanová also noted.
The report also reflects the initiatives undertaken by the Ministry of Economic Development of Russia to support SONCO. In the past year alone, the SONCO list of activities has been expanded, NDFL has been abolished on grants for natural persons, the period of low premiums has been extended, and trust funds have been improved.
The conference was attended by the Chairman of the Commission of the Public Chamber of the Russian Federation, Helena Topoleva-Suldunova, and representatives of the authorities of the constituent entities of Russia, leaders of the region ' s ratings on support for SONCO.
