Tatiana Ilumshnikova: each third ruble of the SME credit portfolio in industry falls under programme 1764
The Ministry of Economic Development of Russia has summarized the results of the concessional lending programme 1764 at the time of its implementation. The financial instrument focuses on supporting small and medium-sized businesses from priority industries.
Programme 1764 has been implemented by the Ministry of Economic Development of Russia since 2019. Since then, small and medium-sized businesses have been able to obtain a credit of between 500,000 and 2 billion roubles at a preferential rate for negotiable and investment purposes, as well as for enterprise development.
" Programme 1764 is one of the successful examples of the mechanized financial programmes. The small and medium-sized business portfolio under programme 1764 is almost 942 billion roubles to date, which is more than 70,000 borrowers. While looking at industries, top-5 includes companies from the fields of production, transport and storage, construction, hotel and catering, agriculture, noted the Deputy Minister of Economic Development of Russia, Tatiana Ilumshnikov.
However, according to the deputy, programme 1764 is responsible for each third of the SME credit portfolio.
" According to the Central Bank, the credit portfolio of SME entities in production is 1.2 trillion roubles. Of these, 344 billion, or 28.5 per cent, are programme portfolio 1764, including 53.4 billion roubles, a portfolio formed by food producers, 39 billion roubles, manufacture of finished metal products, 32.4 billion roubles, other non-metallic mineral products, 30.2 billion roubles, rubles and plastic products.
In a number of industries, the share of the credit portfolio in programme 1764 exceeds 35 per cent. In textile production, the share of the 1764 portfolio was 50.8 per cent, other finished products (stortures, games and toys, musical instruments, jewellery, bjutheria) 44.7 per cent, paper and paper products 43.3 per cent, rubber and plastic products 39 per cent, and polygraph products 35.7 per cent.
