Over 300 business initiatives have been implemented in five years through business climate change
The Ministry of Economic Development of Russia has estimated how many regulatory instruments and legislative initiatives in support of business have been adopted and implemented over the past five years. The Business Climate Transformation Mechanism has adopted 277 legal instruments (laws, decrees, acts). It has resulted in over 300 entrepreneurial initiatives in 16 economic activities.
The Ministry of Economic Development launched the Ministry of Enterprise Development in 2019. Its aim is to remove regulatory restrictions on business management, remove excess, obsolete and contradictory requirements in legislation that prevent entrepreneurs. In total, three decrees of the President of the Russian Federation, 81 federal laws, 76 acts of the Government of the Russian Federation, 105 departmental acts and 12 decisions of the Eurasian Economic Commission have been adopted since the launch of the TK.
In order to amend and supplement existing legislation upon request by the business of the Ministry of Economic Development, a road map has been developed on priority issues. These include corporate governance, exports of goods and services, intellectual property, new types of entrepreneurship, industrial reinvigoration and tourism.
Road maps are regularly updated taking into account large-scale business proposals. For example, in only six months of 2024, the procedure for connecting industrial facilities to water was simplified in reinženiring by reducing the volume of documentation. In the area of new entrepreneurial activities, concessional lending has been extended to small technology companies. Intellectual property details the registration of IT inventions to facilitate patenting. Also before the end of 2024, a bill is expected to be submitted to the Government to enable investors to obtain full information on the land area under industrial construction (on possible encumberments, for example) before bidding, rather than after land rights are concluded. Next year, a regulatory instrument could be developed to facilitate the process of industrial engineering and environmental research.
