In the Yaroslav region, support for higher education and scientific and technological development continues. In 2025, funding was provided for infrastructure projects at universities, university development programmes, and student scholarships and targeted training.

♪ Supporting science and higher education is a key priority for the region. We see how the bonds are actively included in federal projects, attracting serious funding. Our task is to maintain this momentum and continue to help both universities and talented students. This consistent effort to build a strong human resources and competence base in the region was noted by the Minister for Social Communication and Science and Technology Development of the Yaroslav region, Dmitri Yunusov.

Work is continuing on the establishment of a world-class " Mercure " campus at the P.A. Rogutu-based base. In 2025, 115 million roubles were sent for the preparation of project design documents. The draft campus has already received positive conclusions from the Russian Central Expertise and the Russian Ministry of Economic Development. The construction of Release 1 is planned to begin in 2026 under the State programme " Trust " .

The P.A. Soloviev RAGTU is one of the leaders of the Pedent Engineering Schools (PES) project, whose main task is to train advanced engineers for enterprises in the region. The project will also result in the establishment of a research and development centre based on a visa. To this end, the necessary infrastructure is being built and cooperation is being developed with the enterprises of the region. With the support of the Government of the Jaroslav region, over 890 million federal and 288 million extra-budgetary rubles have already been attracted to PES. Educational programmes are being implemented with partner enterprises, and seven dual laboratories have been established.

The Yaroslav State Technical University and the Yaroslav State Medical University received subsidies of 15 million roubles each. The funds are aimed at the opening of new science and education infrastructure: court-building classes in YGATU, digital medicine clinics and biomedical 3D-modelling, prototype and digital transfer centre in YAMU. In addition, with the support of the Government of the Jaroslava Region, these ties participate in the federal Priritet-2030 project. As a result of last year, IGTU has become a major contributor to annual federal funding up to 100 million roubles. Another 10 million roubles were allocated to the Yaroslav State University, P.G. Demidov (JAP), to upgrade the science and education infrastructure.

Special attention has been paid in the region to supporting talented students. In 2025, more than 270 people received stipends from the Governor of Jaroslav province. Payments totalled over 9.7 million roubles. Fellowships are awarded for academic achievements and scientific activities.

For the first time, a regional competition for young postgraduate scientists was held in Russia, and 25 participants received grants for 350,000 roubles. Almost all of them intend to continue to work at the institutions and at the Institutes of the region, many are already working. A regional student research competition is held annually. The winners are awarded Governorate Fellowships.

A one-time payment of 100,000 roubles in 2025 was paid to 365 peripherals of regional universities who had completed a gold medal school. This form of support was in force in 2024-2025 and aimed at attracting and retaining talented youth. In 2026, the measure ceases to apply in the near future. In addition, emphasis will be placed on supporting young scientific talents as well as targeted training.

In 2025, work was coordinated with universities and employers through the " Rabot in Russia " system. For the academic year 2026/2027, 580 applications for targeted education quotas were confirmed. Regional Ministries of Education, Health, Culture and the Perslav-Zales Preservatory and others were key providers.
