Selection of new investment projects for inclusion in the Consolidated List of New Investment Projects

Reason for selection: Decision No. 1704 of the Government of the Russian Federation of 19.10.2020 approving the Rules for the Definition of New Investment Projects, for which the budget of the constituent entity of the Russian Federation, released as a result of the reduction in the payment of the arrears of the constituent entity of the Russian Federation to the Russian Federation on budgetary credits, is subject to engineering, design, testing of the project documents and (or) engineering, construction, reconstruction and substitution of infrastructure.

Form of applications: on paper and electronics.

Claimant: A legal person implementing a new investment project and/or a beneficiary with no tax, fee, insurance contributions, foams, fines, interest to be paid in accordance with the tax and fee legislation of the Russian Federation; arrears in the budget system of the Russian Federation.

The new investment project is a time-limited and resource-intensive set of activities aimed at the establishment and subsequent operation of new fixed facilities or the reconstruction of existing facilities that are operational after 1 January 2021. The start date of the new investment project was not earlier than 1 January 2021.

New investment projects should be implemented in the following areas:

Agriculture;

- Mining (excluding oil extraction and (or) primary oil processing, natural gas extraction and (or) gas condensate, oil and (or) petroleum products, gas and (or) gas condensate);

- Tourism activities;

- Logistics activities;

- Processing except for the production of sub-accisive goods (except for the production of automotive gasoline 5, diesel 5, engine oils for diesel and (or) carburary (injectory) engines, aviation kerosene, oil-chemistry products that are sub-accisive goods);

- industries relating to the prospective economic specialization of the constituent entities of the Russian Federation, as listed in the list of promising economic specialties of the constituent entities of the Russian Federation, annex No. 1 to the Russian Federation Spatial Development Strategy for the period up to 2025, approved by Government Decision No. 207-r of 13 February 2019;

Housing;

Housing and utilities;

- Construction or reconstruction of roads (road and (or) artificial road structures) carried out by Russian Federation entities under concession agreements;

- Public-private partnerships;

- Public transport;

- Construction of airport infrastructure;

- Electric power, gas and ferry.

The value of the new investment project is at least 50 million roubles.

Possible infrastructure financing mechanisms:

- capital investment in public (municipal) property (region by the construction employer);

- The grant to the legal person (100% of the shares (delays) belong to the region) on construction or acquisition of capital construction facilities;

- A grant to a legal person (who owns) to compensate for the costs of building infrastructure.

- Summary of the project with cartographic materials reflecting the relative positioning of the NIP infrastructure (plan-frame of facilities and infrastructure, connecting points, engineering corridors, etc.)

- a certificate from the tax authority received not earlier than the first time in the month in which an application for inclusion in the list confirms the absence of arrears in the payment of taxes, fees and other mandatory payments to be paid to the budget of the Russian Federation in accordance with the legislation of the Russian Federation on taxes and charges;

- Consent of the taxpayer (insurance payer) to provide the taxpayer (insurance payer) with the taxpayer (insurance payer) information constituting the tax secrecy, other person or acceptance of such information by the public, in accordance with the form approved by Federal Tax Service Order No. 14.11.2022 No. ED-7-19/1085@St. 1, para. 1 and 2.3.

- The business plan of the NIP is recommended to follow the Methodological Recommendations for Business Plan Development and Monitoring the Implementation of Priority Investment Projects in the Yaroslav Region approved by Order of the Department of Economic Development of the Yaroslav Region of 03.11.2011 No. 85-OD;

- a legal person ' s certificate of non-payments to the budget;

- A copy of the complainant's statute.

The application and the list of documents of the application shall be the first sign, indicating the page on which the document is located.
