The bill was approved at a meeting of the Government of Russia.

The possibility of the implementation of the social order throughout Russia was justified by the successful results of the testing of the mechanism from 2020 to 2024.

For example, the use of competitive means of selecting perpetrators has increased, and the proportion of non-State actors providing budgetary services has also increased eightfold. In addition, there has been an increase in the number of regions involved in the area of social order, from 16 to 38, and in the case of " Complementary education " to 84.

An evaluation of the results of social services was carried out using sociological methods, which confirmed the increased satisfaction of the population with the services provided. Overall, the total was 91.7%. It is therefore proposed that the mechanism be extended throughout Russia as from 1 January 2025.

The highest executive bodies of the country ' s constituent entities and local administrations have now been given the right to decide on the use of social services in the organization of budgetary services.

However, sectoral federal laws or the law on social insurance may require its application in the social sphere or the application of a specific method of determining the performers for the provision of services.

So far, the social code is limited to nine areas. These include social services, employment promotion, sports training, sanatorium treatment, palliative care, prevention of socially significant diseases, enabling environments for tourism development, physical and health services, supplementary education.

In accordance with the amendments adopted by the Government of Russia, the mechanism will be implemented in six social areas without restrictions.

Also, the social regulations, which had previously been provisional, were intended to apply on a permanent basis. For example, the adoption of baseline and performance targets for the provision of budgetary services for use in social sector management decisions.

In addition, the Federal Law on Physical Culture and Sports introduces a permanent rule, according to which sports training is possible by a public social order, including through competitive means of selecting service providers.
