A law that reduces the reporting burden on small enterprises in the collection of statistical data and avoids the practice of duplication by various agencies, signed by the President of Russia.

The project was developed by the Ministry of Economic Development in conjunction with the Russian Federation and submitted to Parliament by the Russian Government. The work was carried out as part of the President ' s assignments to streamline the reporting lines of SMEs. The paper amends two federal laws: " Small and Medium Enterprise Development in the Russian Federation " and " Official Statistics and Public Statistics System in the Russian Federation " .

Statistics according to the document will be collected in a single way - there will be no need to complete the reporting forms developed by various agencies. All information can be used repeatedly.

" In the face of shortages, productivity growth is required, including through the release of resources from excessive bureaucratic reporting. According to our estimates, some 80 per cent of entrepreneurs can experience difficulties in preparing some kind of report. At the same time, company managers and their staff spend about a month a year filling different forms where information is often duplicated. Today, inter-agency cooperation has come to a new level: we have the opportunity to exchange the necessary data among ourselves, without involving the company. Under the new law, business leaders will need to complete information only on the profile of the company, all other data will be automatically filled, and notes the Deputy Minister of Economic Development of Russia, Tatiana Ilumshnikov.

Rosstat will be the coordinator of the list of information. The solution is planned for the Rosstta Digital Analytical Platform for Statistical Data, where companies will transmit information through private offices on the SME RF platform and the Gosu services portal. This arrangement should significantly reduce the time and cost of preparing reports.

" The Small Business Reduction Act is another step towards the digitalization of the entire statistical system under the National Data Economy Project. The digital analytical platform will be the main technological basis for data collection. It is designed to improve the quality of the statistics collected and the speed of the statistical calculation. Small businesses now report on forms of federal statistical observation. As of 1 January 2025, a limited set of indicators will be made available through a user ' s own personal office, on a single window basis. This would significantly reduce the reporting burden on small businesses " , noted by Chief Rosstat Sergei Galkin.

The periodicity of the collection of indicators under the new law will be determined by the Government of Russia. In the area of responsibility of the cabin will also approve the development and maintenance of statistical lists. The procedure and frequency of selected federal statistical surveys of small and medium-sized enterprises will also be established by the Government of the Russian Federation.

The law will enter into force on 1 January 2025. The legal framework for the application of the law, as well as the finalization of the Rosstat digital platform, will be completed before the end of 2024.
