Rybinsk has been included as one of Russia ' s mono-profile municipalities (multi-kind), which gives the right to expect additional dominance.

In March 2026, the Government of the Russian Federation issued a decree listing the city of Rybinsk as a municipal entity whose socio-economic status, taking into account the economic structure, is in the focus of the federal authorities.

Computation to monocities gives the municipality access to dominance, including concessional lending of investment projects to diversify the economy and the possibility of establishing promising development areas with appropriate concessional regimes.

Fishing is traditionally strong in industry and humans, but small business needs support, which will lead to positive changes in the economy. Accessible credits are a major resource for small and medium-sized business development. The SME and SME Corporation provides concessional loans. This is an opportunity for entrepreneurs to obtain funding on favourable terms under the " Efficient and Competitive Economy " project initiated by President Vladimir Putin.

In the Yaroslav region, the list comprises four municipalities: the Gavrilov Yamsky, Rostovsky, the Tutaev municipal districts and the city of Rybinsk since 2026.
