Russia won elections to the United Nations Commission on International Trade Law
Elections to the UN Commission on International Trade Law (UNCITRAL) were held in New York at the 40th plenary meeting of the UN General Assembly, which is an important subsidiary body of the UN General Assembly. On the basis of the vote, the Russian Federation was successfully re-elected to UNCITRAL for the period 2025-2031, with the support of 129 States and successfully overcoming the minimum of 91 votes.
" Russia has been an active and important member of the Commission since its inception. We are productively engaged in the development of key legal instruments governing cross-border trade, from dispute settlement to logistics, to advance the interests of our State. The Russian Federation thus reaffirmed its authoritative role in the development of international trade law. The country will continue to actively participate in the Commission and its working groups in order to make progress on the most relevant legal issues in international trade and economic relations.” Commented by the State Secretary, Deputy Minister for Economic Development of the Russian Federation, Alexei Hersons.
For Russian business, the election of the Russian Federation to UNCITRAL means the possibility of taking into account its interests in the formulation of rules of international trade, rules on arbitration disputes or investor-State disputes, ensures the implementation of Russian rules in international legal instruments. In order to shape our positions, we are actively engaged in a professional community.
In addition to actively participating in working group meetings, the Russian Federation also submits important research projects to the Commission. For example, in the summer of 2024, a Russian initiative on the legal aspects of paperless trade was presented at UNCITRAL meetings of the Ministry of Economic Development of Russia. In the framework of the project, it was suggested that the possibility of systematizing and updating the existing Commission ' s model acts in the area of paperless trade should be explored first, and that a set of common rules could be developed in a single tool format.
In the period 2020 - 23, the Russian Covid Initiative, presented in UNCITRAL with Armenia and Viet Nam in 2020, was implemented. The project focused on the negative impact of the COVID-19 pandemic and similar crises on international trade. The initiative culminated in the adoption of the UNCITRAL policy toolkit on international trade support prepared by the UNCITRAL secretariat on the basis of Commission documents.
UNCITRAL is the principal legal body of the UN Genessamblei, which is responsible for international trade law. The most recent elections concluded the second stage of the enlargement of the Commission, increasing the number of members of the organization to 70. Russia has been participating in UNCITRAL since the establishment of the Commission in 1966, starting with the active implementation of its mandate in 1968.
