What is the SME register?
The Single Register of Small and Medium-Sized Entrepreneurship Entrepreneurships (SME Roster) is a common database of companies and IPs that relate to small and medium-sized businesses. The register is made publicly available on the Federal Tax Service website (https://rmsp.nalog.ru/). Its work is governed by Federal Act No. 209-FZ.
Why is the enterprise important in the register?
Reestre's presence confirms the status of micro, small and medium-sized businesses for companies. This gives him access to dominance programmes at both the federal and regional levels - concessional loans, grants and grants, participation in leasing programmes. In addition, entrepreneurs in the Register are entitled to tax exemptions and lower premium rates. The status of SMEs also gives the right to participate in public procurement on concessional terms.
How does the information get on the roster?
Information about a particular organization is automatically recorded in the register on the basis of the EMGYL, the EMGIP, and after checking the tax report. The register is updated on a monthly basis by 10. They add new organizations, remove liquidated, actuate names, addresses, license requisitions, etc.
What information is on the roster?
All information about the organization located in the Register is binding and non-binding.
Such information is mandatory as:
Name of organization or IP;
INN;
Legal address or address of IP registration(s)
Information on codes for the General Russian Classification of Economic Activities (OCWED);
Information on licenses obtained by a legal entity or an individual businessman;
Date of entry into the registry;
Small or medium-sized enterprise (micro-business, small enterprise or medium-sized enterprise);
Note that the legal person or individual enterprise is, respectively, newly established or newly registered (the company has less than 12 months).
Non-required data with more complete company information shall be entered as desired.
These include:
Types of products for the General Russian Classification (UCC);
Information on State contracts over the past year;
Participation in 223-FZ partnership programmes;
Contact data (e-mail address, telephone, website).
What can be deleted from the register?
The exemption from the ICP Register is also based on tax reporting. If the organization or IPs have ceased to operate or have not issued tax records that determine the value of the business income of the past year or have failed to provide information on the average number of employees, they will be removed from the register. It is therefore essential to comply with the limits set for SMEs and to properly and timelyly report all tax records.

Participation of other organizations in fixed capital
The total participation of the RF, the constituent entities of the Russian Federation, municipal entities, public and religious organizations (unions), philanthropic and other foundations in the regular capital of the GCO does not exceed 25%.
The total participation rate of foreign lawrs and (or) non-SME jurors does not exceed 49 per cent.
Limitations on the total participation of foreign legal entities and (or) non-SME jurors do not apply to GSs that meet the requirements of p.m.-d. 4 Federal Act No. 209-FZ of 24.07.2007.
Innovation and intellectual activities
Business associations and economic partnerships have the status of a project participant under Federal Act No. 244-FZ of 28.09.2010.
The shares of AOs in the organized securities market are classified as high-technology (innovative) economic sectors.
Business associations and economic partnerships are engaged in the implementation of intellectual results, exclusive rights to which founders (budget, autonomous scientific institutions or budgetary institutions, autonomous institutions of higher education).
The founders of economic societies and economic partnerships are the juriciaries included in the Government ' s list of lawmakers that provide support for innovation in the forms established by Federal Act No. 127 of 23.08.1996. The Urlic is listed if one of the criteria is:
are public AOs whose shares are not less than 50 per cent owned by the RF or by economic societies in which public AO data are directly and (or) indirectly disposed of more than 50 per cent of the votes cast in the voting stock(s) constituting the statutory capital of such economic societies, or have the possibility of appointing a single executive body and (or) more than half of the composition of the collegiate executive board of the more than one;
are State corporations established by the Federal Act of 12.01.1996 No. 7-FZ;
Established by Federal Act No. 211-FZ of 27.07.2010.
How do you change the roster on your own?
If, for any reason, the company has not entered the registry or has incorrect data, changes can be initiated on their own. Once the authorisation has been completed using a strengthened qualified electronic signature in a special tax service, the proposed form should be completed.
The application will need to provide the requested information: INN or GHRO/GROP, e-mail address, tax regime, annual income, average staff time. All this information is reported on the basis of last year ' s report. If there's a share of the State or of the lawns in the business, it's worth a percentage.
The time to review the application is 15 working days. During this period, the applicant ' s e-mail should receive a letter from the FNS confirming the status of the SME entity. Once the application is approved, the company will add 10 to the ICP Register of the current or next month.
