Long-term savings programme - new opportunities for investment in its future
Long-term savings programme is a new savings product. It will enable citizens to create a security cushion for the future or receive an additional pension supplement.
Voluntary participation in the Programme. If desired, a treaty of long-term savings may be concluded in favour of a child or another person.
A contract with the NPF, which is the operator of the Programme, is needed to begin to form savings. You can do it on the website or the NPF office. The Programme participant then pays any sums on his own. It is possible to transfer to the account its pension savings, but only in the NPF, which operates in the compulsory pension insurance system. Public co-financing is also envisaged.
As at 1 September 2025:
The number of contracts in the Long-term Savings Programme is 6.7 million.
The amount of funds involved is 483 billion roubles.
Programme benefits

State funding is up to 36,000 roubles per year. Support may be sought if contributions for at least 2,000 roubles per year. The co-financing period is 10 years after payment of the first personal contribution under the Programme.

Tax deduction - maximum size: between 52 and 60,000 roubles annually Depending on the income of the Programme participant. Contributions totalling up to 400,000 roubles per year are exempted from NDFL.

State security of funds. All funds made available to the Programme, including their investment income, will be insured by the State 2.8 million roubles. The maximum guarantee is further increased by the amount of the remittances and money received from the State.

Savings inheritance.

Early receipt of savings. Programme participants in special life situations can obtain up to 100 per cent of formed savings without losing tax benefits and co-financing. For example, costly treatment and loss of breadwinner.

Transfer of pensions to the Programme. Citizens have the right to apply for the transfer of their pensions from the compulsory pension insurance system to the selected NPF.
