The Government considered the draft Spatial Development Strategy
The Minister of Economic Development, Maxim Rechetnikov, presented a draft Spatial Development Strategy at the strategic session, chaired by Prime Minister Michael Mischustin. The document is intended until 2030 and aims to achieve the national goals set by the President.
Vladimir Putin identified the development of medium and small cities, rural areas, the Far East and the Arctic as important priorities, as well as new regions. Michael Misustin stressed that the quality of life of all Russian citizens must be dignified, regardless of their place of residence. Even in the northern latitudes, small and hard-to-reach areas, it is important to ensure that it is not below the Russian average.

The strategy is a country ' s territorial organization that links the spatial priorities of the Federation and regions, sectoral tasks, infrastructure development plan, national projects and public programmes.
" Decision-making, which and where we build, should be based on economic efficiency, prioritization and assessment of alternatives. New enterprises should be developed in conjunction with transport, energy, housing and social services, added by the Minister.
The new strategy was to establish a list of some 2,200 team sites. These are agglomerations where the population is concentrated, large-investment areas, strategic settlements that provide national security and localities where the necessary infrastructure is available to the inhabitants of the surrounding area.
The strategy proposes to improve the country ' s transport connectivity. As part of the strategy until 2025, the average time between the capitals of neighbouring regions has been reduced by almost an hour, the capacity of seaports, the railway has been expanded, and the traffic in all modes of transport has increased. It is now proposed that transport flows be redirected to new markets, that railway carcasses, peri-urban and high-speed traffic be further developed, and that airports be renovated. All this needs to be done in a local context.
The priority of housing policy will be the introduction of housing in agglomerations, large-investment team sites and geostrategic areas where the population is declining and the shortage of staff is increasing. In education, the challenge is to reconcile the needs of the labour market with the training system. It has to be addressed primarily through the creation of campuses. In health care, the key issue is the development of high-tech facilities.
