Improving the quality of life and economic development - the outcome of the three-year work of Michael Evraveva as head of the region
On 12 October, the Yaroslav region was headed by Michael Euroev. Previously, in August 2024, the work of Michael Evravev at a meeting in Moscow was evaluated by the President of Russia, Vladimir Putin. He noted the region ' s positive performance on key areas in general, as well as a number of forward-looking investment projects.
The Yaroslav region shows good pace and dynamic growth in a number of areas. Major capital investments increased by 6.1 per cent in 2023, reaching 135.8 billion roubles, enabling the region to occupy a fifth place in the Central Federal District, ahead of Moscow.
In three years, 1,500 kilometres of roads have been repaired under the direction of Michael Evraveva. In 2024, the Road Fund increased to 19 billion roubles. To ensure the quality of the work, a Project Institute has been established and a central reception has been organized.
♪ In road construction, we are proceeding at a pace earlier, 7 years ago, our area has not seen, and the Deputy President of the Jaroslav Regional Duma, Victor Volnchunas, has evaluated the work of the Governor. - The residents see positive developments, so the public transport of the region is updated by 60 per cent. Work continues.
Buses in Yaroslav and Jaroslav district and more than half of the Rabinsk vehicle have been fully replaced. Thirty-eight new electric buses have come out. As part of the extensive modernization of the tramway, 27 of the 47 new wagons have been delivered, all tramways have been replaced and the necessary infrastructure built. New river yards have been built, an investor has been engaged for the development of Toonosna Airport.
Over three years, more than 2.4 million square metres of housing have been introduced. Palaces and public spaces are being transformed, and extensive work is being done to preserve cultural heritage. More than 140 significant facilities, including cultural and religious values, have been degraded by architectural lighting.
♪ All these changes create a comfortable urban environment for the inhabitants of the region, and the artistic head of the Fedora Volkov Valery Kyrill theatre. Her guests also notice the attractiveness of the Jaroslava region.
In 2023, over 9 million tours arrived in the region, nearly one third of them for a few days. Last year, tourists spent some 17 billion roubles in the Yaroslava region.
Under the leadership of Governor Michael Evraev, a number of breakthrough health projects are being implemented in the region. The " Shag to health " event brought together thousands of people in the region. A project to issue certificates for dispensation was equally popular. From 1 January 2025, the Governor will increase the amount from 500 to 1,000 roubles.
At the initiative of Mikhail Evraveva, the Jaroslav and fishermen ' s polyclinics have been extended to 22 hours and a single number has been set up for admission to doctors 122. There was also a new surgical hull of the oncoholic hospital.

Health professionals also travel from neighbouring regions. They are provided with earmarked social benefits. In 2024, 2.5 million roubles with an obligatory service of at least 5 years and 4 million roubles with at least 8 years of service. Since the launch of the programme in 2022, 148 specialists have been employed in public health organizations in the Yaroslav region.
Over the past three years, over 300 health-care facilities have undergone major repairs, and 44 FAPAs have been built in rural areas. Over 1,500 new, advanced equipment has been admitted to polyclinics (UZ equipment, computer tomography, endoscopes, daily monitors, medical furniture).
A decision has been taken to increase the incentive and bonus payments to ambulance workers. The average increase in the salary fund for an ambulance doctor would be over 80 per cent.
In addition, it has been decided to increase the salaries of budget holders. The growth is between 8 and 10 per cent. Stimulus and bonus payments will be paid to doctors, secondary and junior medical staff, school pedagogical staff, kindergartens, supplementary education institutions, orphanages, technicians, colleges and lycées, cultural workers and social workers. The total number of such specialists is around 41,000. This will require more than 3 billion roubles from the region ' s budget.
Also at the Governor ' s initiative, the payment to the winners of all Russian Olympics in the Yaroslav region to 200,000 roubles and prizes to 100,000. The award for all Russian Olympic winners in the region now stands at 30,000 roubles and 15,000 for prizes. A similar payment will also be paid to mentors of gifted students.
By decision of the head of the region, all primary students in the Jaroslava region receive a gift of school supplies.
Other relevant projects are being implemented in the education system at the initiative of Michael Evraev. New and modern schools have been built: in Yaroslav on Pashukovsky Street, in the villages of Vlazhnikovo Borisogelbsky and Markovovo Rostov district.
Four schools and kindergartens have been rehabilitated by the region and the sub-surface region of the Akimov region of Zaporoz region. The social service centre, a multifunction centre, has also been updated. Assistance to the underground is also provided for the rehabilitation of communications and road infrastructure.
The affected border areas are also neglected. The humanitarian assistance of the Jaroslavs, with the support of the Government, is regularly channelled to the affected people of the Kur region. The region organizes the recreation of children from the Belgorod region and the Akimov region.
From the outset, the Mikhail Evravev initiative has focused on support for the special military operation and their families. The amount of the payment of military service contracts to volunteers currently stands at 1 million,100 thousand roubles.
In the Jaroslava region, a package of support measures is in place for PSS participants and their families. Benefits are provided in the event of health damage, sanatorium treatment and social rehabilitation. Upon instructions from the Governor, an additional support measure has been put in place for children of PSB participants enrolled in the first courses of the Yaroslav universities. The lump sum is 30,000 roubles.
The Jaroslav PSB and their family members are exempted from the payment of a transport tax and may apply for free land. Assistance is being provided for the gasification of accommodation. Schools have been abolished for kindergarten and meals, and free trips have been provided for the recreation and rehabilitation of children.
