A working group on the development of social entrepreneurship has been established under the Committee of the State for Youth Policy. The first session addressed the issue of public support for social enterprises.

" It is important that social entrepreneurs be able to maximize their opportunities and potential for creating a public good, including through public support measures and small businesses that have entered the social business register and SO NCB. However, these measures are not synchronized, and social entrepreneurs are forced to establish SMEs and NCBs, thus no additional costs. The current legislation imposes restrictions on the placement of social advertising by prohibiting the mention of producers and products. An exception has been made for socio-oriented NCBs that may indicate their names and refer to their sites. It is proposed that this measure be extended to social entrepreneurs. For enterprises that meet socially-important goals, this measure may provide additional impetus to development.

The notion of “social entrepreneurship” in our country appeared five years ago. In the past year, 3,000 enterprises received such status and the total number today is more than 10,000. It is a separate sector that helps to address a number of acute social problems and has socially useful goals. For example, someone decides the employment of persons with disabilities. One of the first initiatives of our working group will be a proposal to amend the bill on advertising. Social entrepreneurs should be entitled to enjoy favourable conditions for advertising. It is therefore proposed that the law enshrine their right to social advertising with the right to refer to the name of the producer company. "

The meeting discussed the expansion of the list of criteria that would allow the status of a social entrepreneur. Including NCB representatives. Experts also noted that investment in social businesses should be encouraged and support measures for investors should be considered.

According to Mikhail Kiselev, the creation of special markers of goods and services of social enterprises is also one of the support measures to enable consumers to immediately see such products at sales points and to support producers. During the meeting, participants in the working group noted that social entrepreneurship could be an effective way of involving young people in entrepreneurship, as it met the moral and emotional needs of young citizens.

Social enterprises and IPs may apply for registration to social innovation centres, which operate most frequently at the regional centres " My business " .
