The Minister of Economic Development of Russia, Maxim Rechetnikov, held a workshop with representatives of regional authorities. The main theme of the meeting was discussion of activities to build productive infrastructure for SMEs.

The programme of the Ministry of Development of Russia for the establishment of parks, techno parks and business parks has been implemented since 2007. A total of 90 parks. Since 2022, participation in project selection has been provided for only 20 regions with low socio-economic development. However, as part of the SME National Project, 22 billion roubles per 61 projects were actually provided from the federal budget of 38 regions between 2019 and 2024.

" At present, 49 parks have been operational, 12 projects will be completed before the end of the year. More than 830 ICP Residents have been deployed and operate in established parks, and more than 15,000 jobs have been created. They are increasing the production of import substitute products for chemical, food and manufacturing industries. Residents invest in innovative and demand-driven products, noted Maxim Rechetnikov.

According to him, the creation of 100 additional industrial parks, techno parks and business parks would be one of the activities of the new National Project " Effective and Competitive Economy " on behalf of the President of Russia. The federal budget for this purpose provides for 30 billion roubles until 2030.

According to the updated concept of competitive selection developed by the Ministry of Economic Development of Russia, together with the expert community, public organizations and a number of regions, including at the site of the Commission of the State for an Efficient and Competitive Economy, all regions will be able to participate. However, depending on the budgetary availability of a federal budget subsidy for the construction of parks will also differ: the higher it is, the lower the subsidy. In addition, projects are expected to increase the share of investors and the level of co-financing of the regional budget.

On proposals received from the regions during the meeting, the Minister was requested to refine the competitive selection process and to expedite the preparation of projects.

" Such support for SMEs is of fundamental importance. Despite the fact that the foundations of the economy are large enterprises, as well as the pace of the recovery of new regions, the development of small and medium-sized enterprises is a key vector of our work. The establishment of spaces, technology parks for small businesses under fully understandable conditions and criteria can play an important role both in the budget and in the economic development of new constituent entities of the Russian Federation " , commenting on the outcome of the meeting by the head of the DPP, Denis Puchilin.
