About 5.3 trillion roubles will involve small and medium-sized enterprises in all financial programmes of the SME Corporation up to 2030. Such data were presented at the meeting of the Board of Directors of the Corporation of SMEs, which discussed the concept of corporate development until 2030.
" The Corporation ' s strategy is aimed at achieving the goal of the President ' s decree on an upward-growth income for a small and medium-sized businessman, noted by the President of the Board of Directors of the SME Corporation, the Minister for Economic Development of the Russian Federation, Maxim Rechetnikov. - In the new project, there is a need to change approaches from quantitative to qualitative benchmarks of income growth per employee of SME entities at a rate higher than GDP growth. This requires rethinking the role of the Corporation as a small and medium-sized business development institution and its tools. "
Of the 5.3 trillion rubles that SMEs will develop under the SME Corporation ' s financial programmes, almost half of them are destined for companies in the supply economy, the Director General of the SME Corporation, Alexander Isaevich.
" Existing programmes that have shown their effectiveness and relevance in the current economic environment, including " ozone sponsorship " , have been maintained by Alexander Isaevich. - There will be concessional loans for OEZ residents and mono-cities entrepreneurs, as well as SMEs in the building and robotics. A concessional investment credit will also be launched to support SME investment projects in tourism, IT, science and technology, production. Together, these programmes will attract and direct some 800 billion roubles to 2030. "
These financial instruments for the development of small and medium-sized enterprises will be implemented by the SME Corporation as part of an updated development strategy. Existing and new tools, which have been developed in recent years on the basis of feedback from the business and analysts of the ICPD Digital Platform, will be used to ensure an upward real income growth. The implementation of these instruments will provide about 50 per cent of the total contribution to the objective of the decree.
" To achieve the objectives of the presidential decree, three broad tasks will serve as the basis for the development strategy of the SME Corporation. The first challenge is to provide incentives to increase the number of SME transitions from one category to another. The second is to increase the contribution of SMEs to supply economies. By giving impetus to these industries, we will increase the supply of products and services required for our economy. The third challenge is to increase the participation of SMEs in technology sovereignty. Until 2030, small-scale technology companies would purchase around 1.2 trillion roubles, adding Alexander Isaevich.
The joint investment programme of the Bank of Russia, the SME Corporation and the Ministry of Economic Development of the Russian Federation will be an additional instrument for developing SMEs from priority industries. It will allocate about 100 billion roubles annually, and the Chief of Consumer Protection and Accessibility of Financial Services of the Bank of Russia, Michael Mamut.
The Board of Directors discussed the scale of effective tools for other members of the National Guarantee System. It was suggested that a joint " ozone " sponsorship should be launched with regional guarantee organizations, where the SME Corporation would act as a sponsor of SME credit.
It is also planned to launch a joint " ozone " sponsorship of the Corporation and WEB.RF specifically for SMEs involved in the formation of the urban economy and in support of domestic brands. The sharing of sponsorship risks between WEB.RF and the SME Corporation will enable more entrepreneurs to attract borrowing.
