By the end of 2024, there will be a moratorium on scheduled inspections of enterprises and entrepreneurs.

In doing so, routine checks will be retained only for a small, closed checklist, sanitary epidemiological, veterinary and fire control and industrial safety oversight.

Surface monitoring activities are permitted only in exceptional cases in the event of threats to life and serious harm to the health of citizens, threats to the defence of the country and the security of the State and threats to natural and technological emergencies. Such checks should, however, be harmonized with the prosecution services.

Representatives of the business for which the audit is scheduled may request a preventive visit from the control body within two months prior to the scheduled audit. The main difference is that there are no fines or penalties resulting from such an exercise.

Unscheduled inspections may also be carried out on instructions from the President of the Russian Federation and the Government of the Russian Federation.
