The Ministry of Energy will shortly submit to the Government a draft Russian Spatial Development Strategy

Maxim Rechetnikov at the " Government hour " in the Federation Council identified key tools for the Strategy

The Ministry of Development is finalizing the draft of a new Spatial Strategy for the Russian Federation and will shortly submit it to the Government. This was reported by the Minister of Economic Development of the Russian Federation, Maxim Rechetnikov, on the “government hour” in the Federation Council.

The head of the department recalled that the leadership of the upper chamber of the Parliament of the Russian Federation had paid particular attention to that work, the theme of the Strategy had been discussed at the previous “government hour” in the Federation Council.

" The projects, the State programmes, the sectoral strategies that are being updated are important to be linked to spatial priorities, the characteristics of the Territories. And it's important to link them to each other in a particular territory, the Minister said. Synchronize plans for the development of industries and regions so that production is not built and the road for export is not available or lacks electricity. "

At the same time, the strengths of the regions must be allowed to continue to develop, and those who need it continued to be Maxim Rechetnikov, stressing that this applies to new regions.

Another objective is to create conditions for population growth and to ensure the sustainability of resettlement within the country. " To develop both agglomerations and small towns, and the workforce was sufficient to develop supply, export and launch new investment projects " , added the Minister.

He cautioned that the implementation of the Strategy would take place in the context of budgetary constraints and the intensive restructuring of transport flows, and changes in infrastructure requirements. Investment efficiency should therefore be an unconditional priority. " This means that the spatial priorities are first defined and then concentrate on the resources available " , the head of the Ministry of Economic Development explained.

He said that the Strategy ' s tools would help to build this work.

The first is the priorities and projects for the development of the federal districts. " For the Far East, this is the development of transport infrastructure, particularly the East Polygon, railways, ports, the lifting of energy restrictions. As well as industrial cooperation with the Asia-Pacific region, the Minister cited the example.

North-West, far from new marketing markets, needs to be helped to reorient and adapt to supply. In particular, ensure the transport independence of the Kaliningrad region. Similar challenges lie in the North Caucasus, Siberia, large agglomerations, he noted.

The second instrument is the building of human settlements that provide a framework for the country ' s settlement system, as mandated by the President. " First of all, they will focus on federal and regional support and decisions to build social facilities and infrastructure " , said Maxim Rechetnikov.

The third tool is a spatial planning scheme that allows for impact assessment and prioritization of infrastructure projects, taking into account the real needs of the Territories.

These decisions were incorporated into the Draft Strategy and endorsed by an inter-agency working group, including representatives of the Federation Council, which was confirmed by the Minister. He thanked Senators Andrei Yatskin, Andrei Shevchenko, for his active participation and proposals for the draft Strategy.
" We shall shortly submit the Strategy to the Government in order to approve, as the President has instructed, by the end of the year, Maxim Rechetnikov.
