The Ministry of Economic Development of Russia prepared a report on the state of small and medium-sized business. The document provides information on the main indicators of SME sector development from 2019 to 2023 and part of data for 2024, the implementation of key business support measures under the national project " Small and Medium Enterprise " , regional SME support infrastructure and best regional practices.

" The SME Branch is the driving force of the economy. Thanks to the Nazk project " The Maloye and Secondary Entrepreneurship " The Russian Government has created understandable, stable business conditions and has launched a set of support measures for all categories of business, from self-employed and start-up entrepreneurs to successful exporters. Through these mechanisms, entrepreneurs created jobs that were freed, reoriented to new markets, scaled up and developed businesses. As a consequence, we see an annual growth in the sector ' s incomes: the aggregate income of SME entities in 2023 reached 140.5 trillion roubles, showing an increase above inflation. In 2019, a similar parameter was 80.4 trillion roubles, noted by the Vice-President of the Government of the Russian Federation, Alexander Novak.

The report noted quantitative growth in a number of SME sector indicators. In 2023, the number of SMEs exceeded the pre-crisis levels of 2019 by 7.3%. The number of newly established SME entities increased by 17.5 per cent to 2022 in 2023, reaching 1.2 million.

The quality of the small and medium-sized business sector is also visible. The aggregate income of SME entities is increasing at a rate higher than the inflation rate, and in 2023 it was 140.5 trillion roubles. In 2019, 80.4 trillion roubles were similar. The overall growth in small and medium-sized business income since 2019 was 74.9 per cent, and income per SME entity increased by 63 per cent.

" In the framework of the National Project, from 2019 to 2024, the objective was to increase employment in the small and medium-sized sector. The report clearly shows that these indicators will be achieved by the end of the year, despite all challenges and shocks. The number of SME entities in 2023 has reached the highest level since 2016, reaching 6.35 million. The number of employees in the SME sector increased by 38.5% by 2019. The key challenge on the horizon until 2030 - structural changes in the sector - was reported by the Minister for Economic Development of the Russian Federation, Maxim Rechetnikov.

The gross value added established by SME entities in 2022 was 29.6 trillion roubles. This is almost 45 per cent more than in 2019.

" The qualitative growth of the sector has provided comprehensive support to the business within the framework of the National Project: these are tabular financial instruments, educational support for all categories of entrepreneurs, development of business infrastructure in the form of prom parks and techno parks, and many others. In addition, this wide-ranging information campaign has played a role in the work of my business centres throughout Russia and the federal resources of My Business, the development of the digital platform of SMEs. RF. According to 2023, each 10th entrepreneur was in contact with the SME support infrastructure. An important factor in the qualitative growth of the sector is the desire of the entrepreneurs themselves to develop and scale up: today, the 10th of all entrepreneurs is expanding their businesses " , commented on by the Deputy Minister of Economic Development of the Russian Federation, Tatiana Ilouchnikov.

The report also included measures to support small and medium-sized businesses carried out by other agencies: the Ministry of Foreign Affairs of Russia, the Ministry of Foreign Affairs of Russia, the Ministry of Education of Russia, the Ministry of Labour of Russia, the Foundation for the Promotion of Innovation, Rosmolovege and the Presidential Fund for Cultural Initiatives. In addition, the report contains changes in regulation in the SME sector - changes in tax legislation and supervision.
