The Ministry of Economic Development of Russia, together with the Agency for Strategic Initiatives (ASI), with the participation of the federal executive authorities and the commissions of the Russian State Council, recommended the mass circulation in the regions of 128 management practices on the Smarteca platform.

“The investment process should be simplified, financial costs reduced, administrative barriers reduced. It is terrific to work with investors, speed up the investment cycle of projects. It is important that these management practices do not need to invent anything new. You can learn from colleagues and do the same or even better. I note that there are projects among the initiatives that, in the current economic environment, become a logical extension of the federal development priorities and the structural transformation of the economy " , noted by the Deputy Minister for Economic Development of Russia, Dmitri Vahrukov.

According to the Deputy Minister, the regions benefit from each other ' s experience. The description contains a sequence of actions, a clear algorithm of how it can be replicated. As a result, no further money should be invested in modelling, testing new approaches, involving outside experts, making additional calculations, wasting time and human resources. Good practices with proven socio-economic impacts provide an opportunity to introduce the most effective public administration outcomes, thus accelerating the modernization of economies and improving the quality of life of citizens.

“In many regions of Russia, unique experience has been developed in a variety of fields, which can be a valuable resource for others. The Smarteca Platform plays an important role in sharing best practices. This is not just a knowledge repository, but a dynamic tool that enables authorities and NCBs to adopt successful approaches and integrate them into their work. Expertise with ASI helped highlight management practices that could be boldly replicated outside the author region. This exchange was an important step towards improving the quality of life and improving local governance " , emphasized by the Director-General of ASI, Svetlana Chupcheva.

All selected practices have already shown significant socio-economic impacts in the regions. For example, 16 practices are recommended for inclusion in national projects on " Youth and Children " , " Shadre " , " Tourism and hospitality " , " Data economy and digital transformation of the State " . One practice was recommended by the Russian Ministry of Health for regional projects in the constituent entities of the Russian Federation.

" Listening to business requests, the Moscow Region is updating support measures and is actively working on the establishment and development of business services. Many of the Podmoskova initiatives receive support at the federal level and are subsequently replicated in other regions of the country. As part of the business support programme using unstable and mobile commerce facilities for entrepreneurs in the region, for example, subsidies to 5 million roubles are available for the purchase of a mobile trading facility. In addition, entrepreneurs can obtain a preferential loan of up to 5 million roubles for up to three years, as well as support for their business promotion. In total, some 100 million roubles were issued to submarine entrepreneurs through concessional loans. The simplification of business start-up procedures is also worth noting. We have shortened the deadline for the conclusion of a contract for the installation of a mobile commercial facility in Podmoskovje, now only seven days. A total of more than 250 mobile rapid-nutrition units were established by the region ' s entrepreneurs thanks to the MTO support programme " , commented on by the Vice-President of the Government, Catherine Zinuev, Minister of Investment, Industry and Science of Moscow Region.

Given the impact on national targets and indicators, six practices are recommended for inclusion in federal projects. In particular, the federal projects on " Cardiovascular diseases " , " Oncological diseases " , the national project " Prolonged and Active Life " , " Motherhood and Child Protection " of the national project " Family " , " Urban comfort media " , " Physical culture and mass sport "

" The platform for sharing best regional practices, the Smarteca, has become a tool for replicating effective practices and technologies that have proved effective. It not only allows for the sharing of successful experiences among regions, but also saves resources for new solutions and minimizes risks. The transparency and openness of the platform are important. The resource provides access to information to all stakeholders, including the public. In the Smarteki catalogue, today 18 practices in the Belgorod region in a variety of ways. The most popular are the " Multiprofile Agricultural Competence Centre " and the " Intelligent Algorithm for Automated Processing of Citizens ' Communications " . " The Marteca " is a valuable resource for the development of public administration and the improvement of the standard of living of the inhabitants and is an important space for regional cooperation. To date, a knowledge base has been established, a practice of socio-economic development actors, and it has been gathered on a single information platform for successful replication. " The Nigerian region is actively involved in building the base of best management practices. The project allows not only to share experiences, but also to find solutions to make people more comfortable and better. I am pleased that another practice, established in the Below City Region, will be replicated by the Marteca, especially with regard to the critical topic of cancer prevention. Simple solutions would seem to save thousands of lives in practice and allow attention to their health " , said by the Governor of the Below City Region, Gleb Nikitin.

ASI ' s platform, Smarteca, has been aggregating the region ' s best practices since 2019, and has developed a replication infrastructure. The authors of the projects implemented with proven effectiveness can put the practice on the platform and wait for expert assessments. The practice then becomes available for replication: representatives of the entities can choose it on the Smartec and receive a mentor as the author of the project.
