The Minister for Economic Development of the Russian Federation, Maxim Rechetnikov, held a meeting to consider the preliminary outcome of the first phase of the critical innovation project of the State ' s " Russian climate monitoring system " . The meeting discussed the practical use of scientific findings from 2022 to 2024.

The meeting was attended by the Vice-Presidents of the Government of the Russian Federation, Alexander Novak, and Alexei Overchuk, Assistant President of the Russian Federation, Ruslan Edelgeryev, representatives of the Office of the President of the Russian Federation, FOIB stakeholders and business.

The Ministry of Economic Development of Russia is the administrator of the establishment of a “Russian climate monitoring system”. The project is included in the list of key tasks in the National Development Goals Ordinance until 2030. The project is being implemented with the participation of Rosgidromet and 50 leading scientific institutions, which are organized in six consortia.

The first phase of the project is being completed at the end of 2024. It includes the scientific and infrastructural conditions for the functioning of the system and the development of a methodology for low-carbon economic transformation.

The key objective of the project is to provide the State and citizens of business with objective data on climate change and its effects, including clarification of greenhouse gas emissions and sinks, and their subsequent use on a continuous basis in the implementation of measures aimed at the environmental transformation of the Russian economy.

" Climate change has an impact on the world and national economy. The risks posed by climate change threaten the stability of economic systems, so there is a need for a set of measures to maintain sustainable development. The results of the project are critical in the run-up to some new Russia ' s climate objectives for 2035 (ONM), the 29th Conference of the Parties to the UNFCCC, discussions on financing the second phase of the project, and the development of operational measures for the de-carbonization of the economy within the framework of the Operational Plan of the Low-carbon Development Strategy. To take into account the " Russian climate monitoring system " in international reporting, it is necessary to ensure the implementation of the results of the first phase and to chart steps for the next six months " , noted Maxim Rechetnikov in his opening statement.

As a result of the first phase of the project, the National Greenhouse Gas Inventory clarified 22 greenhouse gas emission factors in Russia, which determined 28 per cent of total greenhouse gas emissions.

In addition, the project established a climate monitoring and prediction system for climate change, including the Russian seas, as well as a monitoring system for the subpolar Atlantic and North-West Pacific, and provided round-trip monitoring of the state of the sea and key ocean areas. The accuracy of the carbon cycle description increased by 20 to 70 per cent.

A carbon sequestration monitoring network for forest and other terrestrial ecosystems is also organized, which will include 1,317 testing sites by 2030 to monitor different levels of intensity. In the first phase of the project (2023 and 2024) there are already 254 test sites.

The " Russian climate monitoring system " is part of the world ' s TOP-5 equivalents to address the economic effects of climate policy.

" The key objective of the Climate Economics consortium is to assess the economic impact of various actions aimed at reducing greenhouse gas emissions. This is necessary to develop national climate policies that are effective in terms of economic development. We have calculated the capital intensity of all necessary activities and the manner in which they should be formed to achieve the goal set by the President of Russia, B. W. Putin, of carbon neutrality in 2060. Through this project, we have for the first time assessed the economic efficiency of climate policy solutions across the Russian economy. This can be done by units of countries in the world " , commented on by the Director of the Institute for People ' s Projections of the RAN, the correspondent member of RAN Alexander Shirov.

The second phase of the " Russian climate monitoring system " is planned for 2025 - 2030. The draft road map includes activities to create conditions for the development of the Rosgidromet State Observatory network, including the creation of digital resources, as well as the improvement of the methodological framework and the international advancement of the project ' s results.
