To achieve Russia ' s technological independence, it is necessary to establish lists and classifiers of technologies, prepare and implement plans for their development, manage relevant indicators, maintain registers of development participants.

This will form a single system of management of the full cycle of development of their own technologies, and the Deputy Minister for Economic Development of Russia, Maxim Kolesnikov, stated at a meeting of the State Duma, where a bill on technological policy in the Russian Federation was considered on first reading.

" The bill sets out a set of tools and powers to implement the technological policies needed to ensure independence in this area, the prerequisites for technological leadership in selected sectors of the economy " , emphasized Maxim Kolesnikov.

The draft bill, developed jointly with the Ministry of Trade and Minobronauki of the Russian Federation, provides a single concept for all those working with technology and tools for the implementation of the priority areas of the presidential May decree on national development goals of the Russian Federation, which sets out a separate objective of " Technical leadership " .

One of its key tools is national technology leadership projects.

" In fact, we are setting up a scheme for capital-intensive projects involving private financing and long-term demand for products. There are fixed obligations for the customer and the implementing officer, a technology cooperation map, the possibility of setting specific objectives for technology development science and quotas for the budget " , explained to the Deputy Minister.

Other instruments include business-State agreements for the development of new markets based on cross-sectoral or " export " technologies, the transition to long-term technology development planning based on sectoral needs over the 10 to 15 years, and the empowerment of risk.

The bill is supported by deputies on first reading. As Maxim Kolesnikov noted, an additional necessary regulatory framework is being prepared.
