With the adoption of the Electronic Archives Bill, new opportunities will be available in the Electronic Documents Market (EDP). The Director of the Department of Digital Development and Economics of the Ministry of Economic Development of Russia, Vladimir Volochin, presented this in the context of the " Electric Archives " session of the XXII Annual International Conference of PKI-Forum Russia - 2024 in St Petersburg.

According to him, the first reading of the bill took place in the State Duma in April 2022. The purpose of the bill is to provide legal conditions for the creation of equivalent electronic and material duplicates of documents, the conversion of electronic documents and their long-term storage.

“We have prepared amendments to the draft law. These include, inter alia, the regulation of duplicate and document conversion activities into a separate FS, clarification of licensing requirements for credit, financial, insurance and other organizations, priority of the original document in the event of inconsistencies, explained by Vladimir Vološin.

With the adoption of the bill, new opportunities will be made available in the EDP market, particularly with regard to improving the efficiency of business processors ' documentation, in establishing services aimed at the integrated implementation of EDPs, Vladimir Volochin added.

" Accelerating documentation will be the most tangible in the exchange of documents with counterparts, not only in the usual supply-and-service relationships, but also in the provision of legally meaningful documents upon request, in the assessment of the tangible and intangible assets of the enterprise, in the preparation and conduct of transactions, etc. " , emphasized Vladimir Voloshin.
