Each national technology leadership project, similar to the TDC road maps, requires a plan of action to reduce regulatory constraints. This was reported by the Minister of Economic Development of Russia, Maxim Rechetnikov, during the strategic session on technological leadership led by the President of the Government of the Russian Federation, Michael Mischustin. Representatives of the Government, the federal executive, development institutions and public companies have set the priorities for the realization of the President ' s objective of technological leadership.

According to the Minister, the President of the Russian Federation ' s task of achieving technological leadership involves two approaches: the design and product that is being implemented through national technology leadership projects (NTLs), which contain commitments to the production and demand of high-technology products, demand and production incentives, and an ecosystem that includes cross-cutting technology support tools that have the potential to develop promising technologies and products on their basis.

“Technological leadership is not only the closure of current needs related to the breaking of technology chains, but also the development of promising products based on tomorrow ' s technologies”, emphasized Maxime Rechetnikov.

The main vectors of this work, the Minister believes, are engaged in high-tech entrepreneurship. To this end, a register of small technology companies (SMEs) has been established and is being maintained, which are already showing a trend of upward growth in annual earnings, wages and job creation.

" Further support to the ICC is planned to be provided through a new project entitled " Technology " (the " Economic Project " ) implemented with Minobronauki and Minfin. He joined two initiatives: the University Technology Enterprise Platform and the Gossip from the start-up to IPO. Measures to support technology teams and ICC are systematized on the basis of dishonour. The aim, by 2030, to increase their earnings at least seven times, was noted by Maxim Rechetnikov, adding that the attractiveness of the venture market was increasing in order to attract extrabudgetary funding in the high-technology sector, and the legislation on investment contracts (ITAs) was being developed, and the establishment of a DIT roster related to ITC was planned.

The Minister has also identified a number of forward-looking vectors in order to reach the technician. These include the extension of the right of technology entrepreneurs to a risk that avoids planned development effects, the development of a cross-cutting classifier of technologies to trace their production and production from them. In addition, the implementation of PNTL will need to define the legal form for the recording of commitments made between qualified customers and major implementing agents and, similar to the TIR maps, remove a number of regulatory restrictions under each national capital project.

" All of these rules are provided for in the Technological Policy Bill, the second reading of which is to be held in the State Duma. Its adoption will allow for the establishment of a government-level model for managing technological development " , a model for Maxim Rechetnikov.
