In the second and third readings, the State Duma unanimously adopted the Russian Ministry of Economic Development ' s draft law on technological policy in the Russian Federation.

Key changes in the document were related to definitions and tools for technological leadership, plans to remove regulatory constraints and a number of other provisions.

As noted by the Deputy Minister for Economic Development of Russia, Maxim Kolesnikov, one of the key amendments to the draft law in the process of its consideration was the formulation of technological leadership, which is the main objective of the State ' s technological policy.

" Technology now refers to technology as the development of domestic technology based on its own lines and the production of competitive products, as well as the advantages of such technologies and products to foreign analogues " , emphasized Maxim Kolesnikov.

Technology cooperation maps developed through national technology leadership projects (NTLs) have been identified as a separate tool for the implementation of technology policies. These will include information on high-technology products, technologies, human resources needs, R & D.

A separate new paragraph in the draft outlines the systemic improvement of regulatory regulations in the relevant national project sectors, similar to business climate change road maps.

" To this end, the law makes it necessary to develop plans for each PNTL to lift administrative restrictions " , Maxim Kolesnikov stated.

The First Deputy Minister also explained that the bill was a continuation of the development of the concept of technological development by linking the State ' s scientific and technological development to the further production and introduction of its own technologies. In addition, the Government of the Russian Federation is given the power to establish criteria for the knowledge-intensiveness of technologies. A draft law on technological policy in the Russian Federation has been drafted by the Ministry of Economic Development of Russia in cooperation with the Ministry of Commerce of Russia and the Ministry of Education of Russia and adopted by the State Duma on first reading on 18 June 2024.

The draft law has a single concept for all those working with technology and tools for implementing the priority areas of the Presidential May Decree on National Development Goals of the Russian Federation, which has a separate objective, namely " Technical leadership " .

Key instruments for achieving it are laid down in the law: projects for long-term demand for finished products, agreements between the business and the State to develop new markets based on cross-sectoral or cross-cutting technologies, and the extension of the right to risk of support to good technology companies.
