The Ministry of Economic Development has proposed measures to combat practices when companies employ permanent staff as self-employed. This is reported by the Office with reference to the Department ' s draft bill on the platform economy.

According to the initiative, platform operators through which self-employed persons are hired will be obliged to limit the delivery of services by one implementer to one customer on a permanent basis. In addition, self-employed persons could not accept orders from former employers with whom they had previously been employed.

The Government will set time limits and orders that one self-employed person can perform for a particular customer. These indicators will vary according to the scope of activities.

In order to implement these measures, it is planned to involve platform operators in the Federal Tax Service (FN) system, a source familiar with the discussion of the bill. This will make it possible to verify whether the former self-employed and the employer were in a labour relationship.

The special tax regime for self-employed persons was introduced in 2019. By the end of 2023, the number of self-employed persons exceeded 9.3 million and their total income reached 3 trillion roubles. RB.RU described further prospects for self-employed persons and changes in the business approach to cooperation with the NAP contributors.

In 2023, the self-employed in Russia earned 1.4 trillion roubles, an increase of 48 per cent over the previous year. The number of users of the special tax regime increased by 39 per cent per year.
