Maxim Rechetnikov: The SME Corporation strategy will reflect the objectives of a new federal project
The outcomes of the SME Corporation over the past three years and the work plans for the period up to 2030 have been discussed at the Board of Directors of the Corporation, chaired by the Minister for Economic Development, Maxim Rechetnikov. The strategy will focus on real income growth per employee of the SME entity 1.2 times higher than GDP growth.
" We are currently in the process of launching a federal project on SME development, which will be a logical extension of the project to be completed in 2024. The President ' s key challenge was the quantitative growth of SMEs. Today, employment in the sector exceeds 28 million people, employs 6.5 million small and medium-sized companies. The highest levels since 2016 of the Single SME Register are the result of the introduction of targeting, technology and digitalization principles in business support. The Corporation of SMEs as a development institution, the support programme operator played an important role. In the new project, there is a need to change approaches from quantitative to qualitative benchmarks of income growth per employee of SMEs at a rate higher than GDP growth. To that end, the role of the Corporation as a small and medium-sized enterprise development institution and its tools should be rethinked by Maxime Rechetnikov.
Existing and new tools, which have been developed in recent years on the basis of feedback from the business and analysts of the ICPD Digital Platform, will be used to ensure an upward real income growth. The Director-General of the ICP Corporation, Alexander Isaevich, stated this in turn. The implementation of those instruments, he said, would provide some 50 per cent of the total contribution to the objective of the decree, he emphasized.
" Deliverables will address the three broad objectives of the SME Development Strategy. The first is to provide incentives to increase the number of SME transitions from one category to another. The second is to increase the contribution of SMEs to supply economies. By giving impetus to these industries, we will increase the supply of products and services required for our economy. By 2030, 30 per cent of total SME income will be generated by supply-side companies. The third challenge is to increase the participation of SMEs in technology sovereignty. Until 2030, small-scale technology companies will have about 1.2 trillion roubles " , emphasized by Alexander Isaevich.
In total, he said that some 5.3 trillion roubles would be directed to the development of small and medium-sized enterprises in all financial programmes of the SME Corporation until 2030. Of these, almost half are for companies from supply-side industries.
" A total of 2.5 trillion roubles will be traded for the development of supply economy companies: manufacturing, domestic brands, urban economy, IT, high technology, small technology companies and hospitality industry, noted Alexander Isaevich. - Existing programmes will be maintained to show their effectiveness and relevance in the current economic environment. In particular, the ozone sponsorship mechanism will continue to operate. Advanced credit programmes will be launched for residents of special economic zones and entrepreneurs from monocities, building and robotics. Together with these development programmes, entrepreneurs will attract and direct some 800 billion roubles to 2030. "
Another 100 billion SME roubles from priority industries could be received annually by the joint investment programme of the Bank of Russia, the SME Corporation and the Mineconomy Development of the Russian Federation, and the Chief of the Consumer Protection Service and the accessibility of financial services of the Bank of Russia, Michael Mamut.
" As part of our joint programme, which brings together the resources of the Bank of Russia, a special tool, the Programme for the Promotion of Credit and the resources of the Ministry of Economic Development, we agreed that up to 100 billion roubles will be devoted annually to support projects in priority sectors of the economy with investment. Companies can obtain money for accelerated development in various sectors and programmes, such as importation, technological sovereignty, said Michael Mamut, speaking at a meeting of the Board of Directors of the SME Corporation.
Members of the Board of Directors of the SME Corporation, President of RSPP Alexander Shaohin, President Sergei Katyrin, President of TPP, Alexei Repik, President of the Delova Russia and President of the ROSSIA, Alexander Kalinin, supported the strategic direction of the SME Corporation until 2030.
