During a working visit to the Ulianov region, the Minister for Economic Development, Maxim Rechetnikov, discussed with the Governor of the region, Alexei Roussa, the results of the port special economic zone of Ulianovsk. It covers 57 residents: light and chemical industries, wholesale trade and storage. The location of the Ulianovsk-East International Airport EPA allows for the production, maintenance and repair of aircraft.

" The Ulyanova region has consistently shown upwards in key indicators. Faster than Russia ' s average, manufacturing, investment and wages are growing. The focus is on export capacity-building. The region has the advantage of port OEZ, one of the oldest and most effective in the country. The advantageous location allows for international logic and foreign trade with China, Iran, the CIS countries and the neighbouring countries " , noted Maxim Rechetnikov.

In the first half of 2024 alone, 10 new companies received the status of the Ulianovsk PEP resident status. They will produce shoes, paper products, composite materials, aircraft kits, oil service equipment, metal processing machines. Total resident investment exceeds 22 billion roubles. As a result, in the first half of the year, the region ranks first in the PIF on the physical volume of capital investments.

" The PEZ area continues to develop. Plans include the launching of a new aircraft maintenance and repair facility, as well as the implementation of an aviation logistics project at Ulyanovasque-East Airport. For new residents, the investment site has ready production units to rent over 50,000 square metres, including the completion of two additional production units by 19,000 square metres. This is where the IBC mechanism is used among the support tools.

We recall that the construction of polyclinics in the new Zasvija Ulianovska neighbourhood is also being carried out with the involvement of IBK in the Ulianovska region. The total volume of inputs per site exceeds 3.3 billion roubles. On that day, the possibility of using the IBC mechanism and establishing a new preferential zone in one of the regions was discussed. The leadership of the region has made such an idea for the development of the team sites. The sources of funding are, inter alia, the new BCF limits and the cancellation of 2/3 of the region ' s fiscal debt.

Ulianovsk is a logistics operator for the delivery of goods to industrial enterprises from China. Since January 2024, 44 group consignments have arrived, comprising 85 containers with equipment, raw materials and kits. In addition to the proximity of the airport, the advantage of the EEZ location is that the railway, the federal road, is a front wall. There is a free customs zone in the EEZ territory.

The Minister visited a number of PEZ enterprises. In particular, Promteh Ulianovsk, which produces air-based on-board networks and aircraft pipeline systems. The company participates in the import substitution programme, is a co-executor within the framework of the educatorship and the State contracts with the leading enterprises of Russia. Promteh Ulianovsk is in the process of establishing a testing centre for emergency and rescue equipment for aircraft and helicopters. Plans are under way for the production of air chairs for MS-21, Tu-214, SSJ New and others.

Also as part of the visit by Maxim Rechetnikov, the largest aviation industry in Russia visited the country ' s only military engineering company by means of vacuum infusia and the aircraft repair and maintenance company.
