Maxim Kolesnikov: Business must be actively involved in the development of artificial intelligence
In the process of developing technological independence and developing a competitive domestic artificial intelligence market (II), the Ministry of Economic Development looks forward to active participation by the business. This was reported during the CYPR 2024 " Strategy IE 2030 " .
The first outcome of the implementation, one step closer to the leadership, was said by the Deputy Minister for Economic Development of Russia, Maxim Kolesnikov.
He said that, over the past two years, since the implementation of the federal project " Arts " , the national project " Digital Economy " had been able to lay the foundations for the accelerated introduction and effective use of IE technologies in the economy.
In particular, more than 2,500 domestic II solutions have been presented in the market, investment in the industry by business amounted to almost 390 billion roubles, over 45,000 II specialists have been released last year, and 12 research centres have been operated at the top Russian universities under domination, bringing together some 1,000 high-end scientists.
" The results achieved in the implementation of IIs, which is a consequence of systemic work at all levels " , have been emphasized by Maxim Kolesnikov.
The technological breakthroughs allow for an assessment of the state of the market from the point of view of the intellectual maturity index, noted by the Deputy Minister. During the project, the average level of implementation of IEs in the priority sectors of the economy and the social sector increased 1.5 times to 31.5 per cent.
In the financial services, health, ICT, the implementation rate was close to 50 per cent.
" By 2030, 95 per cent of the industries will be operational. The outcome, a qualitative change in business models in the economy, optimization of processes, new forms of employment " , focused on Maxim Kolesnikov.
The updated National Strategy for the Development of IPI until 2030 should make progress. One of its key indicators is achieving GDP growth of 11.2 trillion roubles through the introduction of II technology and products.
" The realisation of all the activities set out in the strategy will enable Russia to enter the five countries of the world by 2030, according to the main metrics of II " , the Deputy Minister noted.
Among the key measures to support the implementation of II, Maxim Kolesnikov has provided business grants, further increased funding for basic and applied research, human capacity, preferential access to computing capacities.
Experimental legal regimes have been an effective tool for testing II technology in real life: 13 EDPs have now been approved for the operation of unmanned air systems and vehicles and for health care.
IPI standardization continues to develop: 96 II development standards have already been approved, and 39 are under development.
" At a high rate of technology development, it is essential to consider and ensure their effective and safe use. We count on active participation and business in the development of Russia ' s technological independence in the field of II, in the development of a competitive domestic market for II, " , as exemplified by Maxim Kolesnikov.
