Kabmin proposed to change the salary threshold for the premium rate

The Government has proposed a change in the income limit for low-cost premiums by small and medium-sized enterprises (SMEs) should be based on the Fiscal and Budget Policy Framework. The document is submitted to the State as part of the budget submissions for the next three-year period. Kabmin proposes the establishment of a preferential rate of premiums (15 per cent) for staff members ' payments above 1.5 times the minimum wage (MIL). Thus, the employer will have to pay 30 per cent of the amount of 1.5 MYPOC, the threshold now equals one MLC. The small scale of contributions for SMEs was introduced in April 2020 to support business against the backdrop of the coronavirus pandemic. Small companies and IPs pay 10 per cent for compulsory pension insurance and 5 per cent for health care in respect of part of payments exceeding the MLC.

The increased threshold for the application of the reduced tariff would enable the President to replenish the President ' s assignment to raise the income of a member of the SME subject, followed by the Minfin document. According to the May Order of the President of Russia, Vladimir Putin, from 2024 to 2030, such growth must be 1.2 times higher than GDP growth. Another important indicator to be implemented by the Government is the significant growth of the MLOT: by 2030 it should be 35,000 roubles, followed by the May Order. Next year, the minimum wage will be increased by more than 16.5 per cent to 22,440 roubles. (currently the MPLO in Russia is 19,242 roubles.) stated at the Government ' s meeting in late September by Prime Minister Michael Mishustin. According to him, such a measure would improve the incomes of some 4 million Russians.

A number of other measures have been planned by the Government to support SMEs and further increase their performance. In particular, the reduction of a single lower premium rate for SME entities in manufacturing industries to 7.6 per cent for wages in excess of one MLC, the expansion of the use of automated MFOs, and the granting to SME entities of the right to apply to a lender once every five years, follows the Basic Directions. In addition, the cabinet expects a positive impact from the concessional lending of small and medium-sized businesses, the support package for APC and the grant support programme for modular non-capable accommodation projects. Assistance is also planned for the establishment of business parks, industrial parks and techno parks, tax incentives and infrastructure subsidies.

As of 10 September 2024, some 6.4 million SME entities were registered in Russia, of which 4.2 million IPs and 2.2 million legal entities were derived from the Single Register of SME Entities. The number of employees of such enterprises and entrepreneurs in the second quarter was 19.1 million (413,600 by the same period last year) from the Ministry of Economic Development.

Any increase in fiscal pressure is sensitive to business and, in this sense, SME entities are no exception, by Alexander Kalinin, President of Russia ' s Opera (providing the interests of small and micro-enterprises). Initially, including through business connections, the Government discussed a " more radical " increase in the threshold to two MYPOCs, but after joint discussions it was decided to make it more business-friendly, he added. The Government ' s position on this issue is based on average wage data in Russia: from 51,000 roubles to over 83,000 roubles in 2020. In the first half of 2024, since the " cut-off " will be less than that amount (from 2025 to 33,660 roubles), conditions still remain favourable to most entrepreneurs, Kalinin explains.

Previously, a proposal to raise the threshold for the payment of concessionary insurance premiums to the Government was made by the business-to-dollar Russia, the BCRC wrote. In his letter, the Chairman of Alexei Repic asked the Minister of Finance, Anton Siluanova, to consider an increase from one to two MLOTs. In the view of the New Russian Federation, such a measure would make it possible to equate the regulations of taxpayers and to ensure " fairer competition and business conditions " .
