41 management teams defended projects under the Russian Ministry of Trade ' s " PROCLATER " , in Omsk, within the framework of the international forum " Cooperative without Borders " , including the Yaroslav region team.

47 industrial clusters have been established by the programme participants, including with the participation of regional producers.
The programme has been implemented by the Ministry of the Economy of Knowledge, with the support of the Association of Clusters, Technology Parks and the Russian EEA. The objective of the programme is to establish professional management teams in the regions to identify and analyse cooperative chains using an industrial cluster mechanism.

" Over the past 10 years, Russia has gone a long way towards implementing cluster policy. We have witnessed the establishment of new industrial activity centres, the development of cooperative links, the introduction of public support tools and the emergence of successful practices in the interaction of business, regional and development institutions. " , noted by the Director of the Association of Clusters, Technology Parks and EEZ of Russia, Michael Labudin.

The first place in the rating of the drafts of the methodological programme of the Ministry of Commerce of Russia ' s "PROCLATER " was the management team of the Yaroslav region, with the " Interregional Industrial Clusters of Autocomponents " project. It provides for the manufacture of turbochargers, diesel and multi-purpose gas engines, gearboxes, diesel generators and spare parts. The region ' s management team is participating in this programme for the second time, and in 2024 the region ranked 6th in the overall rating.

Other Russian regions, including the Republic of Dagestan, Tambov region, the Donetsk People ' s Republic, Orenburg Region and Tul region, were also commended for the high results of their participation in the methodological programme in addition to the Yaroslav region. The " Promotion of Regional Industrial Policy " is awarded to the Rostov region team, the " Best Important Cluster Project " diploma was marked by the Kaluz province team. The management team of the Republic of Crimea was awarded a diploma for the most creative industrial cluster project. Representatives of the Samara and Leningrad District Commands received diplomas for active activities in the development of industrial clusters.

Also as part of the face-to-face activities of the PROCLATER programme, representatives of the regional management teams participated in the round table for graduates of the methodological programmes of the Ministry of Commerce of Russia. The discussion focused on adapting clusters to new realities, effective tools, practices and strategies that help clusters remain competitive in the long term. " In the five years of implementation of the methodological programmes of the Ministry of Commerce of Russia, a large community of practice has been established with the necessary competences to develop regional industrial policies. The graduates ' club is designed to combine these competencies, create communities that can provide expert support to the regions in various areas of development, support each other, propose new tools to the Ministry for the development of industrial policies, carry out project evaluations and provide feedback " , commented on by Julia Artamon, Executive Director of the DPO ' s Institute of Knowledge Economy.

The " PROCLATERS " programme was developed on behalf of the Vice-President of the Government, Denis Mantourov, Minister of Industry and Trade of the Russian Federation, with a view to developing practical skills for the identification and implementation of investment projects for the importation of industrial products, the construction of cooperative chains and the use of public support tools for industrial clusters. Every year, the programme involves an increasing number of management teams.
