The Yaroslav region has taken the first place in the federal methodological programme of the Ministry of Trade of Russia ' s " PROCLATER " , successfully defending the project for the development of the Interregional Industrial Cluster of Autocomponents. The Omsk International Forum on " Cooperative without Borders " provided close protection.

Our team in the course of the program developed a detailed plan for the development of the autocomponent cluster. It aims to attract and effectively utilize public support measures by cluster participants, to develop industrial cooperation, to increase participation and to strengthen human resources capacities, and was presented by the First Vice-President of the Government of Denis Hohrakov. - The high level of this development programme increases the chances of our cluster to obtain federal support measures, including subsidies for the purchase of start-ups, lower premiums and participation in priority industrial development programmes. For the Yaroslava region, this means creating high-technology jobs, expanding productive capacities, reducing reliance on imports and strengthening the industrial base.

The Yaroslav region began participating in the programme in March 2025, becoming part of a record fourth flow, comprising 195 participants from 55 RF entities. The regional team consisted of representatives of the Ministry of Investment and Industry, the Regional Development Fund and the Autodies (Jaroslava Motor Plant). The team has completed all training phases: practical webinars, testing, thematic task, consultations with federal experts and close protection of the project in July.

The main element of the defence was the programme for the development of the Interregional Industrial Cluster of Autocomponents, which brings together enterprises from the Yaroslav, Kostrom and Moscow regions: Pauto Diesel, Ao Yaroslava Diesel Plant, AO FRITEX, AO TURBOMPLEC (Ms. Protivino), AO.

The victory of the Jaroslava province in the PROCLATER programme is the result of the systemic and focused work of our management team. In total, 42 teams defended their project, and we were the first to present a project that does not simply meet the requirements of federal industrial policy, but also reflects real industry demands. In four months we have undergone an intensive training programme and successfully defended the Interregional Industrial Cluster Development Project. As of today, three projects are being implemented within the cluster aimed at importing and the production of enterprises is not only required in Russia but also outside it, the Minister of Investment and Industry of the Jaroslava Region, Alexander Eduardovic Olkhov, noted.

The PROCLATERS programme supports regions in promoting industrial cooperation, cluster modelling, federal support, investment and new industrial projects.
