The Deputies of the State Duma adopted a bill on first reading to strengthen the responsibility for notifying the commencement of business. This is reported on the Lower House of Parliament website.

The President of the State of Viacheslav Volodin recalled the summer outbreak of botulism in Russia. According to him, the culprits of mass poisoning had not notified Roscondor of starting business.

" Frequently, bad entrepreneurs try to avoid further checks of their goods and production conditions. This is unacceptable: life and health can be the cost of people " , explained by Volodyne.

It is proposed to amend the Code on Administrative Offences. According to the project, fines will be increased for the performance of a legal entity or individual businessman without notice of its commencement when mandatory. The penalty for officials may be increased from 3,000 to 5,000 roubles. For legal entities, a fine is proposed to be increased from 20,000 roubles to 48,000 roubles. A repeat offence would result in a fine for officials up to 25,000 roubles, for the lawns to 60,000.

The explanatory note to the draft states that, due to small fines, entrepreneurs are now ignoring the notification requirement and often the supervisory authority identifies them after they have committed wrongful acts.

On 15 June 2024, mass poisonings in Russia were reported suspected of being botulis. Salat lobio of beans in the vacuum package by OO " Lokalkitchen " (Kunya District Service) and Sawon-C GS. A total of 417 people were injured in 11 regions, two of whom died.
