The Federal Competence Centre assessed the capacity of the Yaroslav region to implement labour productivity projects

On 17 April, the Governor of the Jaroslava Region, Mihail Evreev, held a working meeting with the Director-General of the Federal Competence Centre (FCC), Svetlana Gorchakova. The meeting discussed the implementation of the federal project " Labour productivity " , which is part of the project " Effective and Competitive Economy " initiated by President Vladimir Putin.

♪ The Jaroslav region has been one of the first to join the project and today demonstrates the successful practices that colleagues from the Federal Centre are ready to replicate throughout the country, as noted by Mikhail Evraev. - The project now involves 87 enterprises in the region. Companies introduce efficiency and optimization of internal processes, increase production, reduce losses, accelerate production cycles. More than 3,500 staff members have been trained in sourcing. The Regional Competence Centre is working in the field to help business implement modern management tools.

The effectiveness of the project is also visible in the social sphere. In 2025, educational complexes were set up, which resulted in higher salaries for support and administrative staff and reduced staff shortages.

In the past year, 15 cultural institutions were involved in the project: eight cultural and grass-roots and seven libraries. These include the Yaroslava Central Library System and the Tutaev District, KFOR, KVampel (Ribinsk), N.A. Nerasov Regional Library.

As a result of the preliminary implementation, cultural institutions have improved their performance, and ticket sales have increased. Libraries are improving the customer ' s path to reduce the time for the issuance of books and the registration of visitors. In 2026, practices were replicated in six other cultural institutions, including museums and libraries.

Svetlana Gorchakova noted that the Jaroslav region had demonstrated very good social practices and had a significant reserve to further increase the effectiveness and involvement of organizations. A further 176 medium and large enterprises are eligible for federal project criteria in the region. Their participation in the programme will have a positive impact on the growth of the IUUU, which for the first time exceeded trillion roubles last year.

♪ The Jaroslav region is one of the regions with a significant potential to further expand the federal project and involve enterprises in the project. The introduction of shore production instruments demonstrates positive effects not only in manufacturing, but also in agriculture, construction and transport, Svetlana Gorchakov said. - With the support of experts, companies will be able to improve efficiency in the short term, increase output and enhance competitiveness. The impact will not be expected: in the Yaroslav region, where projects have already been implemented with FCC and RCC, the aggregate value added increase was almost 7 billion roubles, and the average productivity growth was more than 55%.

Svetlana Gorchakova informed Mihail Evraveva that during the visit shed light on the achievements of the Jaroslava Packing Facility, which had implemented the project with the support of FCC experts. As a result of the participation in the project, the production of haphrocorobs increased by 23 per cent, the production process decreased by 27 per cent, and the marriage rate declined.

Also, the head of the FCC visited the Silouet Productive and Commercial Company, where experts from the Regional Competence Centre were involved in the implementation of the SBC-producing tools.

- The first recipient in the region of financial support from the Federal Industrial Development Fund for a programme to increase productivity, was reported by the First Vice-President of the Government of Denis Hohrakov. Funds received in the amount of 300 million roubles were used to purchase new high-technology equipment. It has not only increased the production of soft industrial packagings for swellings by 34 per cent, but also improved the cleaner production of secondary raw materials. This is an example of how, with the financial and instrumental support of the State, the enterprise has been able to improve its production performance, improve processes and reduce the cost of products. Efficiency gains in each individual enterprise are ultimately reflected in the economic well-being of the whole area.

During the visit, the parties also discussed a plan for further action on the project in the region.

Background

According to a presidential decree of 2030, labour productivity projects need to involve not only about 40 per cent of non-industrial enterprises, but also State and municipal social organizations.

In order to achieve this goal, the federal project " Productivity and Competitive Economy " has been implemented since 2025.

To participate in the project, it is sufficient for enterprises to apply on the " Productivity. RF " platform.
