A concessional investment credit programme will be available to SMEs from priority sectors of the economy
The Ministry of Economic Development is relaunching the programme of concessional investment credit for SMEs in priority economic sectors. The programme is implemented by a national project on " Efficient and Competitive Economy " , with an annual credit limit of 100 billion roubles in 2025 - 2030.
The programme will be implemented jointly with the Bank of Russia and combines subsidies from the federal budget, as well as the concessional funding of the Bank of Russia, thereby limiting the risks of the borrower.
Small and medium-sized enterprises with major activities in manufacturing, transport and storage, tourism, information technology and science and technology will be able to obtain credit for investment projects.
" The development of enterprises from the priority sectors of the economy is strategically important, and they contribute most to the supply economy, show higher survival and specific employment. But we understand that development is not possible without investment, so the Deputy Minister for Economic Development of Russia, Tatiana Ilumnikov, explained that in order to achieve the national objectives set by the President of Russia, Vladimir Putin, decided to preserve the access of companies from priority industries to concessionary investment credit.
In addition, as part of the programme of the Ministry of Economic Development, Russia will continue to subsidize loans granted in the period 2019 - 2024 to SME entities and self-employed citizens under programme 1764, which will enable programme banks to maintain a concessional rate for small and medium-sized businesses on previously issued loans.
" The concessional loan programme, 1764 in six years, provided credits for almost 4.7 trillion roubles. We will continue to service our loan obligations until 2025. The total is approximately 720 billion roubles as at 1 December 2024. The second part of programme funding, 1764, involves annual new lending volumes of 100 billion roubles. Lower credits will be granted, but they will become more targeted - we will concentrate support where it is truly necessary to create new markets, industries, to introduce robotic elements, to develop high-tech companies, to the creative economy - noted Tatiana Ilouchnikov.
In 2024, Yaroslav enterprises Over one and a half billion roubles have been received for business development through public financial support mechanisms. The funds received went to buy new equipment, expand and upgrade the enterprise.
A total of 280 loans worth 668.4 million roubles were issued by the Small and Medium-Sized Enterprise Support Fund in the Yaroslava Region in 2024 and 568.6 million roubles were granted to entrepreneurs, thus attracting 1203.3 million roubles.
The following conditions are available to Yaroslav entrepreneurs to obtain a concession loan: loans between 1 and 14.5 per cent of the year, depending on the borrower, his activities, loan objectives and other conditions. One can borrow from 10,000 roubles to 5 million for up to 3 years. Curriculums are provided between 0.25 per cent and 0.5 per cent annually for up to 5 years for up to 25 million roubles.
