On first reading, the State Duma supported a bill to amend the Tax Code. The document, inter alia, introduces a number of preferential categories in the registration of programmes for EMMs, databases and topologies of integrated microschems (recorded location and links between microschems) in Rospatente.

" Integral microschems, databases and topology of integrated microschems may be registered free of charge by members of the PSB and members of the internal affairs agencies and the penal correction system operating in the PSB area. In doing so, registration itself remains voluntary: the rights to such intellectual property are protected by the fact of creation.” The Deputy Minister for Economic Development of Russia, Maxim Kolesnikov, noted.

Demand for registration of this type of intellectual property demonstrates sustained annual growth. In nine months of 2024, domestic developers submitted over 26,500 applications to Rospatent for the registration of programmes for computers and databases, which exceeds the previous year ' s rate of 13.9%. Of this amount, the software accounts for 22,300 applications, slightly over 4,000 for database protection.

The top 10 regions include Moscow (7891 applications), St. Petersburg (4229), Moscow region (1161), Krasnodar province (1001), Tatarstan (867), Voronez region (840), Krasnoyar province (624), Sverdlov province (567), Bashkortostan (484) and Novosibir province (452).
