11 investment projects in the Yaroslav region are included in the Consolidated List of New Investment Projects, which is being developed by the Ministry of Economic Development of Russia.

The order was signed on 17 December 2024. The inclusion of projects in the Consolidated List provides an opportunity for investors to compensate for the total or partial costs incurred for the infrastructure facilities established for the implementation of investment projects. Previously, 13 new investment projects have been included in the Consolidated List.

By the end of 2029, a total of 24 new investment projects will be implemented in the region, with a total investment of about 50 billion roubles and more than 1,900 new jobs. In 2023 and 2024, the provincial government supported 23 investors, totalling some 509 million roubles. For example, the Coprino Plaza project on the construction of a hotel building on 127 rooms in the Rybin region, with an investment volume of over 735 million roubles, was supported by 160 million roubles. The FSM Praim project on the organization of large-scale small-complex power plants in Tutaev, with an investment volume of 237 million roubles, offset infrastructure costs of over 33 million roubles.

♪ In 2024, we supported 20 investment projects worth some 236 million roubles. Geography of the projects - Tutaevsky, Rostovsky, Rybinski, Danilovsky, Uglysh, Jaroslav district, as well as Jaroslavl and Rybinsk - noted Alexander Olkhov, Minister of Investment and Industry.

Among the new 11 projects included in the Consolidated List in December 2024, the largest is the R-Farm project in Jaroslav, with investments of about 7.9 billion roubles and 392 new jobs, in the APC area, the UGS Biofabrica project for bacterial and nutrient production, with investments of about 3.5 billion jobs.

System-wide support by the Government of the Yaroslava Region of investors implementing projects in the region not only attracts new investors, but also reduces the debt burden on the region ' s budgetary commitments to the federal budget.

In 2024, the amount of 17.7 million roubles owed to the Jaroslav region on budgetary credits had already been cancelled. With investments made in the region over the past two years and public support provided, the debt cancellation of the regional budget will increase and debt burdens will decline, on the contrary. By 2028, more than 12 billion roubles are expected to be cancelled.

In addition, in 2024, 14 organizations received the status of residents of the pre-developing territories (TB) in the Jaroslava region: 12 in Tutaev and 2 in Rostov.

The traders receive significant benefits from the following types of taxes: income tax, property, land tax and mineral tax. Also, companies that have been able to obtain the status of the Toutaev resident until the end of 2024 will benefit from another unique type of benefit, which is reduced from 30 per cent to 7.6 per cent.

The total investment made by businesses that received the status of RB residents in 2024 is over 5.4 billion roubles, with more than 1,000 new jobs being created.
We note that half of the new Lor residents have decided to open business in the Jaroslava region through an advertising campaign in 2024 to attract investors to the region. These projects will generate more than 500 new jobs.

The Yaroslava Region provides full support to investors
and entrepreneurs and ready for any form of investment. To this end, a comprehensive financial and non-financial support mechanism is in place in the region: concessional financing, tax benefits, land leases without tendering, infrastructure support.
