Outcome of the meeting of the Commission against Illicit Trafficking in Industrial Products in the Yaroslav Region
On 16 October 2025, the third meeting of the Commission against Illicit Trafficking in Industrial Products in the Yaroslava Region was held this year.
The session was attended by members of the Commission and representatives of the Prosecutor ' s Office of the Jaroslava Region and by videoconferencing officials of local government in the region.
The main theme of the discussion was the outcome of the joint work on the prevention of illegal trade in industrial products in the nine months of 2025 and the development of further measures to ensure the domestic economy with quality and safe products.
- The situation of falsification and non-quality products is a double blow to the health of our citizens and to the business reputation of the Jaroslav producers. The Government of the region intends to strengthen its work with the business community through all available incentive mechanisms. This is not only about control, but also about the support of those who work honestly. We will increasingly involve the Jaroslav industry in regional and federal quality monitoring programmes, as well as educational activities for the business community, at which the representatives of the Russian Federation ' s Yaroslav Interregional FAS will report signs of violations of anti-monopoly legislation and counterfeiting measures, the Minister of Investment and Industry of the Jaroslava Region, Alexander Eduardovic Olkhov, has stated.
The meeting noted that efficiency in this area was directly dependent on the coherence of all agencies. For example, the officials of the Vladimir Customs Service in the Yaroslav region, together with the representatives of the Office of the Russian Federation for the Yaroslav Region and the Russian Federal Republic of Yugoslavia, carried out a series of customs inspections of premises and territories, which resulted in the initiation of five cases of administrative violations relating to tobacco trafficking and nikotine products without marking.
Particular attention was paid to food safety. According to information provided by the Office of the Rosselhodsor of the Tver and Yaroslav regions, 256 food samples were examined during the reporting period, including 48 cases of non-compliance with established quality and safety standards. In all positive cases, in order to prevent the threat of harm (damage) to legally protected values, the Rosselhsor Office of the Yaroslav Region has taken measures to organize and carry out control (oversight) activities, as well as to withdraw declarations to products to be declared conformity. For preventive purposes, economic operators are cautioned against violating mandatory requirements.
The representative of the Office of the Survey of the Yaroslava Region reported on the strengthening of controls on the circulation of goods to be marked. Since the beginning of the year, 65 follow-up activities have been carried out, during which 4,722 items of unmarked goods, mostly tobacco and nicotin products, were arrested. As a result of the audit, 171 administrative offences were brought, the total amount of fines imposed was almost 3 million roubles.
In addition, the representative of the Yaroslav Interregional Union of Russia emphasized the continuing struggle against unfair competition related to trafficking in counterfeit products. The Office highlighted the positive practice of curbing such violations in the markets of motor vehicles and spare parts. The need to improve the legal literacy of businesses and to strengthen inter-agency collaboration to respond quickly to the creation of fraudulent dual-sites was highlighted as problematic issues.
As a result of the meeting, participants agreed to intensify joint raids and inspections, enhance information exchange among agencies, and continue work on prevention and business law education.
