• An object of socio-cultural and communal use must simultaneously meet the following criteria:

• A large-scale investment project must simultaneously meet the following criteria:

1. The implementation of the project corresponds to the priorities, goals and objectives defined in the strategy of socio-economic development of the Yaroslavl region and (or) in the strategy of socio-economic development of the municipality of the Yaroslavl region or in the state programs of the Yaroslavl region and (or) municipal programs;
2. The implementation of the project will entail an increase in annual tax revenues to the regional budget and (or) the budget of the municipality of the Yaroslavl region, on the territory of which it will be implemented;
3. The project is being implemented in one of the following directions:

• Healthcare

• Education, culture

• Sports, tourism and recreation

• Housing and communal services, household services, handling of MSW

• Road activities and transport infrastructure

• Provision of living quarters for the affected participants of shared-equity construction

• Development of industries and STI
